Addressing a meeting
of the Conference of Pres-
idents of Major American
Jewish Organizations
and representatives of
the media at the Jewish
Agency's headquarters
here, Scranton said that
if the Arabs try to link
Zionism to apartheid or to
revive the Zionism-is-
racism resolution an any
other way or form, the
United States is "deter-
mined" to fight against it
because "it's wrong, abso-
lutely wrong and we will
not allow it . . ."
Scranton also said that
the United States will
"strongly oppose" the re-
port of the Committee on
Palestinian Rights,
which recommends Is-
raeli withdrawal from all
Arab territories and the
establishment of a Pales-
tinian state under the
aegis of the PLO, and re-
called that the U.S'. has
already vetoed it at the
Security Council.
The American envoy
disclosed that he was 'told
by Arab delegates that
they want a "major de-
bate" on the Mideast at
this year's Assembly and
that the debate is likely to
be contentious. But Scran-
ton expressed satisfaction
that the General Assembly
has been so far less ac-
rimonious than in previous

who, he said, is "one of the
real leaders" at the UN.
Scranton was also op-
timistic about the West
German proposal for an
international convention
against the taking of hos-
tages, noting that there is
a "considerable support"
for it and that he hopes it
will be adopted by the
UN.
Herzog, addressing the
gathering after Scranton,
said he does not agree
that the West German
proposal has a good
chance this year, disclos-
ing that "certain Arab
countries, led by Algeria,
are planning to sabotage
the West German initia-
tive to bar the taking of
hostages."
Charging that some
countries are "over-
represented in the (UN)
Secretariat because of
their automatic majority,
in the General Assem-
bly," Herzog disclosed
that the Arab countries
staff the UN Secretariat
five times more than
their quota.
In a related develop-
ment, the mandate of the
seven-nation United Na-
tions peace-keeping force
in the Sinai was extended
by the Security Council for
the second year of the
three-year interim accord
between Israel and Egypt.
The new approval extends
the mandate to Oct. 24,
1977.
The vote was 13 in favor
with two abstentions —
China and Libya. China
has abstained consis-
tently from participation
in votes on mandate ex-
tensions for UN peace
forces for both Sinai and
the Golan Heights be-
cause it considers Sec-
urity Council treatment
of the Arab-Israeli dis-
pute unsatisfactory.

countries include Greece,
Yugoslavia, Norway,
Sweden, Spain, Italy,
Turkey, Iran, India and
Singapore.
Project coordinator
Talya Fishman said that
in Britain alone 25
applicants have cote
forward in the first three
weeks.
Recruitment of potential
community workers is also
taking place in Israel and
in the United States,
through the Jewish Stu-
dent Press ServiCe. It is in-
tended that the project will
become operational next
August.
Participants will work
in education and com-
munity work and carry
out documentation of the
culture and history of the
community. Field work-
ers will study the needs of
the communities before
volunteers are placed.
