Blanchard Says Arab Boycott
Should Top Congress' Agenda

Congressman James J.
Blanchard (D-18th Dis-
trict), has called the Arab
boycott "one of the
foremost problems facing
us" and says anti-boycott
legislation should be a top
item on the agenda again
next year.
Blanchard co-spon-
sored a major anti-
boycott bill introduced by
Rep. Elizabeth Holtzman
(D-New York), and said
the battle against restric-
tive trade practices was
one of the chief frus-
trations of his first term.
While Blanchard suc-
ceeded in adding his own
anti-boycott amendment
to a bill governing the op-
erations of foreign banks
in the United States, both
that bill and a more com-
prehensive bill which
would have covered all
industries died in the Se-
nate last month after
being passed by the
House.
"One of the hardest
things to understand,"
Blanchard commented, "is
the length of time it can
take to get things moving
in Congress. The boycott
has been in the news since
early 1975, and yet it was
over a year before anti-
boycott legislation came
before the House for a
vote."
Blanchard took part in
the floor debate on the
bill, urging the House not
to "shy away from its
commitment to religious
freedom . . . for fear of
losing Arab dollars."
Since he came to Con-
gress, Blanchard has
been active in many other
areas, including:
• Urging President
Ford and Secretary of
State Kissinger to use
diplomatic pressure to
bring about an easing of
restrictions on Syrian
Jews.
• Attacking the United

least that we must do."
