THE DETROIT JEWISH NEWS Rabin Promises Aid to Arabs, Says Disregard Koenig Report JERUSALEM (JTA) — Premier Yitzhak Rabin has promised Israeli Arab leaders full help from the government to develop Arab settlements and villages. He urged them to forget the con- troversial Koenig report and get on with the job of developing and improv- ing their towns...Rabin's - pledge was contained in a letter from his advisor on Arab affairs, Shmuel To- ledano, to the heads of local Arab municipalities who had demanded the dismissal of Yisrael Koenig, the Interior Ministry's commissioner for northern Israel. A secret report drafted by Koenig and others re- commending harsh treat- ment of Arabs who did not cooperate with the au- thorities and measures to reduce the Arab popula- tion in Galilee, was leaked to the press last month and published in the Mapam newspaper, Al Hamish- mar. TEL AVIV (JTA) — Egypt has dismantled the third and last of the mis- sile sites it erected on the east bank of the Suez Canal, _apparently satis- fying Israel's demand for their removal on grounds that the sites were a vio- lation of the 1975 Sinai in- terim agreement. The Egyptians re- moved the first two sites last month following an Israeli complaint lodged with Gen. Ensio Siilas- vuo, commander of the United Nations Emer- gency Force (UNEF) in Sinai. The third site remained a point of contention but was taken down after dis- cussions between Siilas- vuo and Egyptian military authorities. A dispute persists, however, over Israel's charges that the Egyp- tians have more battal- ions in the limited forces zone than authorized under the interim accord.
