— The Central Statistical
Bureau has just made
public the salaries earned
by Israel's highest rank-
ing public officials.
Highest paid are Is.:
rael's President and the
Chief Justice of the Sup-
reme Court ($1,201.) As-
sociate Justices of the
Supreme Court receive
IL8,907 ($1,048) a month.
The Prime Minister

Minister IL6,527 ($768); a

other half in observation
classes. In some cases the
children move from one
framework to the other to
findings on their de-
velopment.
In observation class
there are four children
under the guidance of a
specially trained teacher.
On staff there is also a
clinical psychologist and
a social worker who, to-
gether with a sensory-
motor specialist, work
with the families, either
individually or in groups.
For a full year the child is
observed and is given all
the necessary aid for his
development.
In 1975, the unit carried
out a preliminary follow-
up on children who had
completed assessment in
1973 and in 1974, in order
to learn about their integ-
ration and progress in the
educational settings to
which they had been refer-
red. It was found that 35 of
the children continued at-
tending the recommended
settings, and that only five
of the children had had to
be transferred elsewhere.
Parents play an- impor-
tant part in the develop-
ment of their children.
Middle-class parents with
a good education are
sometimes unable to. ac-

cept and understand re-
tardation in their chil-
dren. Much help is neces-
sary to change this at-
titude to their children.
. Some parents run from
doctor to doctor in order
to get a more positive
diagnosis. If they agree
enroll the child in an in
stitution, and the
becomes dependent on
the staff and workers, the
parents will sometimes
refuse to take the child
back, even when it is
shown to them that the
child could live a normal
life.
Many immigrant pa-
rents upon arrival in Is-
rael have so many prob-
lems that they are not
capable of caring for their
children and send them to
an institution claiming
that they are retarded.
After proper diagnosis —
and in some cases treat-
ment — the children are
returned to their parents.
The observation unit
also fulfills a role in the
training of students in
special education. In
1975, 11 students from
the Hebrew University
School of Education and
the Teachers Seminar in
Jerusalem were placed in
the unit for their field
training.
