dress here to the Confer-
ence of Presidents of
Major Amercian Jewish
Organizations, Carter
charged the 'Administra-
tion with having "de-
monstrated the moral
bankruptcy of its foreign
policy . . . twice within
the last few days." The
first instance, he said,
concerned the sale of 650
Maverick air-to-ground
offensive missiles to
Saudi Arabia.
(In reports from Tel
Aviv, Israel reacted with
dismay to the proposed
sale. Israeli officials
charged that the sale will
heighten Middle East in-
stability.)
"For several Weeks," he
said, "Congress has been
moving toward passage . of
legislation that would ban
the sale. This legislation

view that the sale of these
missiles cannot improve
the chances for peace in
the region. There is no
reason to think these mis-
siles will increase security
and stability in the Middle
East. There is no reason to
think they can be used only
for defense. There are only
reasons to fear that we will
increase the chance of con-
flict. No Administration
which was sensitive to the
climate in the Middle East
would let the sale go for-
ward."
Despite this, Carter
said, "this Administra-
tion has pressured the
Congress to reverse the
ban." He cited a state-
ment by Secretary of
State Henry A. Kissinger
that Saudi Arabia "is in a
position to use its influ-
ence . •. . in oil and in
peace efforts."
Carter commented that
"if that is the problem, we
should develop a vigorous
energy policy which Mr.
Ford has failed to do. We
should not simply sell
weapons to get oil = and
risk peace — by vague
threats which the Ad-
ministration is itself per-
petuating."
On anti-boycott legisla-
tion, Carter attacked the
Administration for hav-
ing "consistently opposed
strong enforcement of the
anti-boycott laws now on
the books. And now it is
doing everything in its
power to keep needed new
legislation from being
passed.
"I believe it is important
to have legislation which
outlaws both discrimina-
tion against Americans on
grounds of religion or na-
tionality and secondary
boycotts against com-
panies which trade with
Israel. This is a profound
moral issue from which we
should not shrink," Carter
said.
Carter also said that
the Administration's ac-
tions show that the Ford
foreign policy has "lost all
pretense of morality.
When they sell missiles to
buy oil, they have lost the
sense of what our nation
stands for. It is not the
way we will _negotiate
when a new Administra-
tion restores a sense of
purpose to our foreign
policy."
In a letter to Sen.
Henry Jackson (D-Wash.),
Cater affirmed his stand
on the boycott issue.
"We ought to resist all
attempts by foreign gov-
•ernments to impose racial
or religious discrimina-
tion on American citizens
as the price of doing busi-
ness. Moreover, in my
judgment,
legislation
should be passed to make
compliance with any sec-
ondary boycott of Israel il-
legal."
In Washington, Presi-
dent Ford had no com-
ments on the anti-boycott
provisions contained in
the Tax Reform Bill he
signed into law Monday.
But the White House
released a fact sheet de-
fining the Administra-
tion's view of what consti-
tutes boycott activity
prohibited under the act.

'Meanwhile, the 94th
Congress adjourned
without acting on the Ex-
port Administration Act
extension bill which con-
tained strong anti--
boycott measures.
According to the White
House fact sheet, "boycott
activity consists of 1) dis-
crimination on the basis of
nationality, religion or
race in terms of hiring or
selecting employes, man-
agers or directors; 2) .par-
ticipation in a 'secondary
boycott' -i.e. a company
agrees to refuse to do bus-
iness with a specified
country; ,and 3) participa-
tion in a 'tertiary' boycott,
i.e., a company agrees to
refuse to do business with
other companies which do
business with a specified
country."
The Senate Banking
Committee experts said
that the definition of a
boycott activity is not in-
tended. to deny tax bene-
fits where. a country pro-
hibits bringing into such
country goods produced
in any second country.
Nor, they said, does it
deny tax benefits where a
country prohibits the ex-
port of products obtained
in such country to any
specified second country.
Furthermore, com-
panies can comply with
the Arab boycott without
penalty if they are pre-
pared to accept the foss of
tax benefitS for that part
of their operations in-
volved in business with
the boycotting country:
Under the new tax bill,
the Treasury -Depart-
ment is not required to
make public the reports of
companies that so comply
with the boycott at the
cost of certain tax be-
nefits.
In Canada, External Af-
fairs Minister Donald
Jamieson said that Canada
finds 'repugnant and to-
tally unacceptable Arab
boycott-of-Israel mea-
sures that can affect
Canadian business.
In Los Angeles, legisla-
tion making it illegal for
corporations in California
to take part in the Arab
boycott against Israel
and providing heavy
penalties on firms or in-
dividuals who refuse to do
business with another
company or individual
because they do business
with Israel was signed
into law by Gov. Edmund
Brown Jr. It takes affect
Jan. 1, 1977.
Violators could face
fines up to $1 million,'
three years in jail and the
loss of their right to con-
duct business in this
state.
In a related develop-
ment, Dan Halpern, ad-
viser to the Finance
Minister, has been named
head of a new body, "the
Department for Eco-
nomic Warfare," which,
in effect, is Israel's anti-
boycott operation.

WASHINGTON — Bnai
Brith and the Union of
American Hebrew Con-
gregations have pro-.

tested the scheduling of
the third Carter-Ford de-
bate since it falls on the
conclusion of Siikkot and
on the Sabbath (Oct. 15).
In a letter to Ruth Clu-
sen, president of the
League of Women Voters,
David M. Blumberg, pres-
ident of Bnai -Brith said
"it is a matter of disap-
pointment and concern to
the Jewish community"
that the final debate be-
tween the Presidential
rivals is scheduled at a
time that "will deprive a
large segment of the
American electorate"
from tuning in.

Rabbi Alexander M.
Schindler, president of
the UAHC, in letters to
both candidates asked
them to reschedule the
debate in light of the con-
flict for Jewish viewers.

been scheduled for Oct.
22, also a Friday night.)

Kissinger Planning
Book, TV Career

BOSTON (ZINS) — Ac-
cording to a story in the
Boston Globe, Dr. Henry
Kissinger is already,mak-
ing plans for a new role
for himself after stepping
down as Secretary of
State. According to the
newspaper, Kissinger is
considering - writing a
book and the beginning of
a new career on TV.
Kissinger isreported as
wanting to earn enough
money- with which to
purchase a home in New
York or Washington. He
is said to be demanding a
minimum advance of
$2,000,000 for his per-
sonal memoirs. At the
same time, according to
the Global story, Kis-
singer would be prepared
to remain in his post if
Ford is re-elected in
November.

El Al to Open
Mexico Route

'El Al Israel Air Lines is
planning.. to inaugurate
its service to Mexico City
on Nov. 2. Details of the
operations were released
this week by Detroit dis-
trict manager Amiram
Spektor.
El Al will begin with
one weekly flight, but will
gradually increase to
three weekly flights al-
lowed by the landing
rights agreement worked,
out by Israel and Mexico.
The flights will be El Al's
longest route, amounting
to 13,050 kilometers (7,800
miles).
According to Spektor, El
Al will start a promotional
campaign for the new
route to encompass the
U.S. West Coast and Latin
America, with the hope of
developing Mexico City as
the center for traffic to Is-
rael from the whole area.
The opening of El Al
service to Mexico City
comes after 14 years of
developing traffic from
the area. More than 6,000
tourists from Mexico vis-
ited Israel last year.
