NEW YORK (JTA) —
The World Council of
Synagogues, the urn-
brella organization of the
Conservative movement,
joined the World Zionist
Organization.
In a special ceremony
at the WZO headquarters
in New York, which was
attended by top officials
of the WZO and the WCS,
Yosef Almogi, chairman
of the WZO Executive,
welcomed the Conserva-
tive movement into the
Zionist movement.
The ceremony cli-
maxed four years of
negotiations which were
begun by the late Louis A.
Pincus as WZO chariman.
The negotiations were
completed by Almogi.
The WCS represents 2.5
million Jews in 26 coun-
tries. Its major affiliates
are the Rabbinical Assem-
bly, the United Synagogue
of America, the Women's
League for Conservative
Judaism and the Jewish
Theological Seminary of
America.
Meanwhile, direct elec-
tion of delegates to the
forthcoming 29th World
Zionist Congress by every
individual member of the
constituent -organiza-
tions of the American
Zionist Federation was
called for by the United
Zionists-Revisionists of
America in New York.
The Zionist Congress,
which is held every four
years in Jerusalem, is
scheduled to take place in
January, 1977. At that
time, policy decisions of
major significance are
discussed and ratified by
delegates from around
the world.
In a related develop-
ment, the contest to suc-
ceed Dr. N ahum
Goldmann as president of
the World Jewish Con-
gress has begun in ear-
nest.

Arabs Arrested
for Jaffa Bombing

TEL AVIV (JTA) —
Twenty Arabs have been
detained for questioning
regarding a bomb explo-
sion at the rear of a large
apartment building in
Jaffa last Thursday
night. There were no
casualities and damage
was minimal.
Meanwhile, security
measures were increased
on the West Bank and in
East Jerusalem following
a clash between Arab
youths and border police
in the Old City last Fri-
day. Mohammed Ahmed
Joneidi, 24, of Hebron,
was fatally wounded and
another youth from Tul-
karem was shot in the leg
by what police said were
"warning shots."
The weekend's distur-
bances, the first in a
number of months in East
Jerusalem and the West
Bank, were in protest
against the closure of
Arab lands on the West
Bank.
