S. Africa Jewry Evinces Liberalism

given international, i.e.
multi-racial status. The
Nico Malan Theatre in
Cape Town had been
opened to all, as had the
country's parks and lib-
raries, with the concur-
rent disappearance of the
`Whites Only' signs on
park benches and many
elevators. There was
even some multi-national
sport, although it was
disheartening to read re-
cently in the press that
the cabinet was split over
cricket desegregation.
After the Durban un-
rest in 1973, it became
legal for black workers to
strike subject to certain
rules. However, their
trade unions have no
legal status, they are not
recognized and blacks are
not allowed to join the
recognized trade unions.
In schools, the 50-50 lan-
guage requirement has
been dropped, as has the
-citizenship requirement
for home ownership.
But if more changes are
not made, it could be too
late and the government
has given the black com-
munity no indication that
they are contemplating
major changes. Is the
"Verkrampte" element of
our ruling National Party-
in fact so strong as to pre-
vent a more rapid rate of
change?
Dr. Hellmann found it
distressing that W. A.
Cruywagen, deputy
minister of Bantu affairs,
should be appealing to
white immigrants to be-
come South African citi-
zens, while his minister,
M. C. Botha, publicly de-
clared that blacks had no
permanent rights outside
the "homelands" and
that no black person
could aspire to citizen-
ship in what is called
"White South Africa."
South Africa must
realize that the fiction of
a white homeland —
which occupies 84 percent
of South Africa's total
land area and in which
whites constituted 26
percent of the population
in 1970 — cannot be up-
held.
Certainly the position
of the urban black popu-
lations must be re-
thought and the voice of
the colored people re-
stored to Parliament.
These were the most ur-
gently required changes.
The black-moderate is
the "silent majority" who,
at present, cannot speak
out. The recent unrest is a
warning to us and we must
heed the signs.

sive social movements in
South Africa and they
have left their imprint on
South African history.
Progressive organiza-
tions of different kinds
have many Jews as mem-
bers. Special tribute must
be paid to the Union of
Jewish Women for the so-
cial services they have
provided for black com-
munities over the years.
For the individual
Jewish South African
there are many lines of
activity.
But there is no sphere
of action for the Board of
Deputies simply because
there is no program ac- -
ceptable to the commun-
ity as a whole. Dr.
Hellmann herself would
not be party to the call for
"one man, one vote,"
whereas many young
Jews would be satisfied
with no less. She feels
that a qualified vote is an
acceptable alternative
which some would say
was discriminatory. One
can not bind Jews any
more than other com-
munities to a particular
line of action.
It is time to re-issue an
appeal to Jewish busines-
ses and indeed to all
employers to equalize
salaries for equal work
and to introduce medical
aid and pension schemes

for their black employes,
where these are not al-
ready operating.
For the individual, the
practice of commitment
to change is unlimited.
We must also seek oppor-
tunities for meaningful
social contact, especially
where there is a basis of
shared interests.
Another aspect to be
borne in mind is that the
young black radicals look
to the Organization of Af-

participation as their in-

Finally, each of us
should join a political
party, no matter which
one, so that we can par-
ticipate at grass roots
level, bringing to bear our
commitment to peaceful
