Lebanese Lean More on Israel for Social Services, Protection

TEL AVIV (JTA)—The,
population of southern
Lebanon is becoming in-
creasingly dependent on
Israel for commerce, law
enforcement and social
services since the author-
ity of the central govern-
ment in Beirut has virtu-
ally disappeared.
The population of
southern Lebanon,
moreover, is being swol-
len by a steady influx of
refugees from the war-
' torn north.

territories.
They have asked Israel
to extend its telephone
lines into southern
Lebanese villages so that
the Lebanese can contact
Israeli merchants, hospi-
tals where their relatives
are being treated and re-
lations in the U.S. and
Europe.
While these develop-
ments are welcomed by
Israel, there have been
ominous reports recently
that the break-away
Lebanese Arab Army is
building a civilian and
military airstrip some 15
kilometers north of the
Israeli border with the
help of Soviet techni-
cians.
There has been no offi-
cial confirmation of the
airstrip located north-
west of the Israeli border
towns of Misgav Am and
Kiryat Shemona. But
heavy equipment, includ-
ing tractors confiscated
from Christian villagers,
have been seen in that
area.
Meanwhile, a mysteri-
ous Soviet ship, said to be
an intelligence-gathering
vessel though it carries no
visible antennae or other

Ford, Carter Laud Bonds

LOS ANGELES (JTA)
— President Ford and
Democratic Presidential
nominee Jimmy Carter
praised American Jew-
ry's support of Israel's
economic needs through
Israel Bonds.
In a message from the
White. House to Sam
Rothberg, , general
chairman of the Israel
Bond Organization, at
the closing session of the
International Fall Lead-
ership Conference here,
Ford stated:
"As you meet to con-
sider Israel's economic
needs, I wish to congratu-
late the Jewish com-
munities of America on
the devotion and effec-
tiveness with which they
have supported Israel
through the Israel Bond
program and other chan-
nels. The American
people and this Administ-
ration are firmly commit-
ted to the security of Is-
rael."
"I strongly commend
your efforts on behalf of
State of Israel Bonds. An
investment in the State of
Israel is an investment in
peace. The strengthening
of Israel's economy and
defense is a major concern
to all Americans. As I have
stated many times in the
past, my support for Israel
is firm and undeviating.
We must continue to sup-
ply in the full amount
necessary the economic
and military aid so that Is-
rael can pursue peace
from a position of strength
and be protected against
any unforeseeable attack.
The security of Israel is
not just a political issue, it
is a moral imperative."

In a cable addressed to
Rothberg and Arnon,
Rabin stressed that in-
creased economic
strength is essential to
help Israel consolidate its
position during the corn-
ing year.
. A total of more than $40
million in Israel Bond
sales is expected to result
from special efforts to be
conducted in1,100
synagogues in the U.S.
and Canada during the
forthcoming High Holi-
days.

Arnon annou-nced that
the Israel Bond Organiza-
tion had produced a total
of $3.47 billion for Israel's
economic development
since the establishment of
the organization in 1951.

TEL AVIV (JTA) — A
Syrian soldier defected to
Israel Monday. He was
wounded by other Syrian
soldiers -who pursued him
to the demarcation line
on the Golan Heights and
was taken to an Israeli
hospital where his condi-
tion was reported to be
improving.
The incident had no ef-
fect on the opening of the
rigidly controlled no-
man's-land between Is:
raeli and Syrian lines
Wednesday for the pur-
pose of permitting Druze
villagers on both sides to
visit with relatives they
had not seen for years.
The Syrians refused to
permit journalists at the
site of the "open fence"
near Majdal Shams vil-

lage. But hundreds of
persons observed the
family reunions from
vantage points on the Is-
raeli side. The border
crossings, supervised by
United Nations soldiers,
were conducted in an or-
derly fashion.
