Petition to Leonid Brezhnev, Firit Secretary, CPSU
We people of different races, religions, and political persuasions
share a profound belief in the need to create permanent peace and mu-
tual trust among the nations. We also consider that the observance
of elementary human rights is a fundamental prerequisite to such peace
and trust.

Because you approved a new international declaration of human rights,
when your Government signed the Helsinki Final Act (1975), we now call
upon you to:

1. Free all the Jewish Prisoners of Conscience, who are suffering in
labor camps and in prisons for their desire to leave for Israel.

2. Forbid all existing forms of persecution of Jews, who have expressed
the wish to unite with their families and their own people.

3. Allow the "refuseniks" — those men, women and children who for
years have been deprived of their basic rights and have lived under
constant pressure without any means of livelihood — to leave Rtissia
and emigrate.

On August 12, 1976, 91 concerned United States congressmen presented a
petition to the Soviet Embassy demanding the release of all "prisoners of
conscience"... persecuted Soviet Jews who pray for freedom to emigrate.
Congressman Bill Broomfield thought it so important he sent a personal letter
demanding freedom for all Soviet Jews.
But William Brodhead, the man you sent to Washington two years ago,
didn't sign that petition. Why not?
You know Jim Burdick's name would have been there.
Jim Burdick, candidate for the United States Congress, is a man
of integrity and conscience. He won't forget us. Not ever.
