"Not really , Jewish. - to
buttress this contention,
they cite the lack of any
connection on the part of
the dissident to any com-
munal organization and
the fact that he or she
never really spoke Out or
acted in public as a Jew.
What follows is that the
person ceases to be the
concern of the official
Jewish community. Their
plight and that of their
families, is minimized or
even ignored and not
given any publicity that
would help focus the at-
tention of world Jewry on
this situation.
The tragedy, it is
pointed out, aside from
the personal element, is
that there may be more
Jews in these countries
who are missing ab-
ducted, tortured, impris-
oned or killed — without
anyone abroad knowing
about it until it is too late
to do an,iting to save this
person because of the si-
lence of the Jewish com-
munity.

Stand on- UN Genocide Treaty

- WASHINGTON (JTA)
— The American Bar As-
sociation publicly re-
versed itself and testified
in favor of the United Na-
tions Genocide Treaty.
But proponents of the
convention that has been
before the U.S. Senate for
27 years are not disposed
to test their strength in
the current session of
Congress.
Sen. Jacob K. Javits,
(R-N.Y.), a prime mover
for the, convention, told
the House international
relations subcommittee
on future foreign policy
that he believed the Bar's
approval indicates the
proponents are now
within two or three votes
of a two-third Senate
majority required to
ratify it.
The Bar's house of dele-
gates last February
adopted a resolution
favoring the accession of
the U.S. to the convention
on the prevention and
punishment of the crime of
genocide.
, Prof. John Norton
Moore, of the Bar's coun-

cil on the section of inter-
national law, publicly
presented the report for
the first time to Congress,
submitting it to the
House subcommittee
headed by Rep. Lester
Wolff (D-N.Y.). Wolff
pointed out that the Bar
had testified against the
convention in 1974.
