Meanwhile, in a letter to the Jewish News, the Raytheon Co. of Mas- sachusetts said that al- though it has "no corn- mitments, contractual or otherwise, to comply with any Arab boycott" it did not support the original Massachusetts Anti- Boycott Bill because it was that company's "be- lief that when regulation of international trade is involved it is more prop- erly a matter for federal action. Despite that con- ceptual objection, in view of the new language in the revised bill, we with- drew our objections." Meanwhile, the White. House repudiated a state- ment by a high Administ- ration official who said provisions of pending Congressional legislation designed to combat the Arab boycott could result in an American company being "harassed by cer- tain New York interest groups." The statement was made by John C. Benni- son, acting general coun- sel to the White House Council on International Economic Policy (CIEP), with regard to the public disclosure provision of the Stevenson-Williams proviso in the Tax Reforrn Bill before the Senate. The statement was in the form of a letter dated Aug. 10 to Anthony Scotto, vice-president of the International Longshoremen's Associ- ation. Edward C. Schmults, deputy counsel to Presi- dent Ford, said the Ben- nison letter was written by a "staff lawyer at CIEP who should not have attempted to sum- marize the administra- tion's position on a com- plex issue." In referring to "certain New York interest groups," Schmults said the "summary and choice . of words are offensive and inappropriate." The lawyer, Schmults added, "regrets,his action and has apologized" and has "emphasized that he had not intended to of- fend anyone." Schmults did not disclose the lawyer's name or to whom he had apologized. David A. Brody, direc- tor of the Washington of- fice of the Anti- Defamation League of Bnai Brith, telephoned the ADL's protest to the White House over the Bennison statement, ex- pressing "shock and out- rage" at what the ADL called "a not unsubtle ap- peal to prejudice." Sen. Harrison A. Wil- liams Jr. (D.-N.J.) de- manded an apology to "Jewish persons, organi- zations and causes" from Treasury Secretary Wil- liam E. Simon who is chairman of the CIEP. Williams, who is co- author of the legislation with Sen. Adlai Stevenson (D.411.), said Bennison's letter had "blatant anti- Semitic overtones." He added, in a letter to Simon: "I find it difficult to read this phrase (regarding "New York interests") as having any other meaning than one which is dis- criminatory and deroga- tory toward Jewish people and causes and persons sympathetic to the state of Israel." * * ONE MAN The ADL expressed "approval" of the White House "repudiation" of the Bennison statement. George Meany, presi- dent of the AFL-CIO, in a letter to Stevenson, as- sailed as "appalling" the statement by Bennison.
