Barre, New French Premier, Has Good Record on Israel

re's personality and his
former ,attitudes both in
Brussels where he served
as vice president of the
European Economic
Community's Commis-
sion and in Paris where
he served as minister for
foreign trade in the out-
going government, may
indicate a change in Is-
rael's favor.
The outgoing premier
was not only the leader of
the Gaullist Party but
also a staunch advocate
of Gaullist policy within
the regime led by Giscard,
a non-Gaullist politician.

pro-Arab line within the
French government be-
lieving that France's
economic future is linked
to its ties with the Arab
states, especially the oil
producing ones. He fa-
vored the continuation of
de Gaulle's pro-Arab
policies and is a close per-
sonal friend of Iraqi
strongman Hassan Sad-
dam.
The new premier, a
former professor of
economics who only
joined the French gov-
ernment as minister for
foreign trade in January,
1976, was in close contact
with Israeli diplomats
during his posting in
Brussels.
Israeli diplomats in
contact with him at the
time say they found him
friendly and understand-
ing of Israel's. problems
and economic needs.
Jewish bankers say he
also showed "a highly
positive - attitude during
the crisis provoked last
year by an Arab attempt
to boycott French banks-
dealing with Israel or
controlled by Jewish in-
terests.

Raymond Barre, the new
premier, replacing Jac-
ques Chirac, announced
the appointment of Louis
de Guiringaud as Fr-
ance's new foreign minis-
ter.
The 64-year-old vete-
ran diplomat's appoint-
ment is regarded here as
confirmation that hostil-
ity to Israel and support
for the Arabs remain the
keynote of French foreign
policy.
De Guiringaud has been
a stalwart supporter of a
role for the Palestine Lib-
eration Organization in
world forums during the
2 1/2 years he has headed
the French delegation to
the United Nations. Dur-
ing his 40-year career,
which included service in
Algeria, Japan and- Tur-
key, he developed strong
personal sympathies for
the developing countries
of the "Third World."
De Guiringaud has a
reputation as a relent-
less, patient negotiator
with an excellent memory
and grasp of diplomatic
affairs.
The new government
includes Simone Veil, who
is Jewish, as health
minister, a post she held
in the previous Chirac
government.

mington Elks Citizen of the
Year Award for 1975-76 "in
recognition of their un-
selfish dedication of time
and efforts to the benefit of
others."
Incapacitated by partial
blindness and disability
resulting from a heart at-
tack, the couple continued
their work helping mentally
and physically handicapped
at the Plymouth Center for
Human Development.
The couple help with
physical therapy and feed
the patients and take the
residents out for special
events or treats.
The couple annually sets
up a stand at a local bank
and at other locations
during the winter holidays
and sell homemade han-
diwork, candy and knick-
knacks, the proceeds of
which have been used to
buy wheelchairs, walkers,
swings and picnic tables.
Mrs. Sills creates
needlework items despite
her partial blindness. In
1972 she was honored by the
United Foundation with a
Heart of Gold award "for
her work with retarded
children."
