The appeal accompanies a survey by the institute which names five Nazi publishing houses, one of which has produced 17 brochures of "fun- damental texts of National Socialism" since June, 1975, including ex- tracts of Hitler's speeches. It has also issued three books by Goebbels, writings of Nazi ideologist Alfried Rosenberg, and a volume of Nazi party songs translated into Spanish. The institute notes that a delegation of Argentine Jewish leaders recently asked General Albano Harguindeguy, the interior minister, whether it was possible to proceed against the incitement to religious and racial hatred. It also quotes La Prensa, the Buenos Aires daily, which recently asked why there had never been a proper investigation into the clandestine entry into Argentina of thousands of Nazi agents and officers. Two synagogues, a Jewish cultural center and a drug store in a predominantly Jewish neighborhood in Buenos Aires were extensively damaged by bomb explosions over the weekend. No one was injured. Four terrorists and three villagers were killed and a fourth villager, a youth of 17, was wounded and brought to the government -hospital in Safad for treatment. Ein Ebel, a Marointe Christian village, is located near the Israeli border five kilometers north of Dovev, site of an Israeli medical station. The terrorist attack on Ein Ebel was believed to have been a reprisal for the local villagers growing contacts with Israel for medical purposes and trade. The terrorists opened fire when their armored car was stopped at a road block outside Ein Ebel and the villagers asked for identification. The Israeli army was put on alert because the incident was the second in two days. Defense Minister Shimon Peres disclosed that on Sunday Lebanese villagers dismantled two rocket launchers set up by terrorists and aimed at Israel. He said this indicated that the Lebanese were anxious to keep the border region quiet. Meanwhile, a Lebanese father of eight from the township of Zahleh, who was suffering from a heart ailment, is recovering from heart surgery at the- Rambam Hospital in Haifa. In another "Operation Good Fence" policy, Foreign Minister Yigal Allon revealed that Israel is considering allowing students from southern Lebanon to study in Israeli universities. In Washington, the State Department said it has "no intention" of opening an embassy "or any office" in Christian-controlled areas of Lebanon. Spokesman Robert Funseth made that assertion when he was asked whether U.S. diplomats. Robert Houghton and David Mack, who conferred last week with Christian leaders, including President-elect Elias Sarkis, had been asked to establish a U.S. mission in Christian-held territory. Funseth said that the U.S. has "no specific plan" for the settlement of Lebanon's continuing crisis and vigorously denied implications that the U.S. may favor a division of Lebanon by partition or zones.
