view of Middle East de-
velopments, he said that
the Egyptian people's
morale had greatly im-
proved since the October
war of 1973. He also
thought the Israelis had
changed, and had become
more broad-minded, The

said that the Iranian
Foreign Ministry has an-
nounced it will not sup-
port the resolutions cal-
ling for an - oil embargo
against France and Is-
rael.

Israeli sources noted
that none of the countries
that participated in the
Columbo conference sell
oil to Israel, so it would
have no effect.
In Paris, Foreign Minis-
ter Jean Sauvagnargues
said "It is difficult to im-
agine- that oil exporting
nations could adopt such
an unjustified recommen-
dation." Sources at the
French Foreign Ministry
noted that most of
France's oil comes from
Iran which is not a
member of the non-aligned
group.,

ance. However, he added

raelis, they had little
chance - of succeeding.
Even the East Germans to
whom he had spoken were
strongly opposed to such a
move.
On other matters,
though, the congress is
deeply polarised. When
Arthur Moestler deli-
vered the opening key-
note addressj the East
Gerniaris - protested
against this honor being
given to such a "virulent
anti-Communist." Moes-
tler's speech was mailed
to someWestern delegates
and glum silence by the
East bloc.
On another front, reac-
tion in Jerusalem was
mixed to the anti-Israeli
resolutions adopted last-
week by the fifth non-
aligned summit confer-
ence in Columbo, Sri
Lanka. -
Foreign Minister Yigal
Alton told the Cabinet that
the Colombo conference
was ineffective because it
did not deal with the real-
issues of the underde-
veloped countries.
The final declaration of
the conference called on
the conference members
to give complete support
to the Arab states and the
Palestinian people in the
"struggle against Israeli
aggression.
The conference - also
charged that with full U.S.
backing, "Israel persists
in its dilatory tactics and
efforts to prolong its occu-
pation -in a bid to obstruct
the establishment of a just
and lasting peace in the
region." The declaration
called on the conference
members to work for a just
peace which it said could
only be achieved through
Israel's complete with-
drawal from occupied land
and restoration of the
rights of the Palestinian
people.
The declaration also
noted-that it was satisfied
by the UN resolutions
"which condemn Zionism
as a form of racism and
racial discrimination."
The non-aligned con-
ference called for an oil
embargo against Israel
and France for planning
to sell arms to South Af-
rica. The declaration
