GOP Lauds Platform Plank's
`Very Strong' Support of Israel

George Klein, New
York industrialist who
was assisting Fisher-in
coordinating the Ford
campaign nationally,
with heavy emphasis on
the New York area, said
he was especially pleased
with domestic planks that
oppose quota systems and
offer hope of federal aid to
parochial schools.
Klein also welcomed
the absence in the Middle
East section of any men-
tion of Palestinians. A
possibly subtle effort in
this direction was wiped
out in the discussions of
the plank by the full
committee last week
when Sen. Hugh Scott of
Pennsylvania, the Re-
publican leader in the Se-
nate, demanded changes
of language in two places
from "all parties" to "all
nations" and "between
the parties" to "between
the states' . involved.
"We do not want to be
interpreted as negotiating
with the PLO and Yasir
Arafat," Scott declared.
"we do not want to
negotiate with parties but
with nations."
David Lissy, a lawyer
from Philadelphia on
Ford's White House staff,
indicated that he found
high enthusiasm for the
platform in his talks with
up to 75 of the Jewish de-
legates at the convention.
The adoption by the
platform committee of
the minority report re-
garding the constitu-
tional amendment for
equal rights for women
(ERA) was especially
pleasing to Pat Goldman,
of Washington, D.C., who
is spearheading the Re-
publican Womens Task

Amendment Hits Kissinger
KANSAS CITY (JTA)
— The Republican na-
tional convention's ap-
proval by voice vote of
Ronald Reagan's "moral-
ity in foreign policy' .
amendment to the party's
platform was generally
regarded as a psychologi-
cal harpooning of Secret-
ary of State Henry Kis-
singer which the Ford
Administration felt it had
to accept to avoid further
hostility from Reagan
supporters.
Kissinger arrived in
Kansas City Thursday.
Other Cabinet members
were at the convention
since Sunday.
Kissinger's belated
visit was set last week
long before he knew the
Administration would
not contest the bitter at-
tack on his diplomatic
style. Although he was a
target for the Reagan
forces for months, Kis-
singer was not personally
named in the amend-
ment.

and consistant support of
many Jewish national
women's organizations
and it has been endorsed
in Republican Party plat-
forms since 1940.
In the platform sub-
committee's deliberation
this year, however, a
majority opposed en-
dorsement. Mrs. Lipsky
fought it through the full
committee and had en-
dorsement restored.
At the close of Tues-
day's session, Rabbi Is-
rael Miller, a vice presi-
dent of Yeshiva Univer-
sity and the immediate
past chairman of the Con-
ference of Presidents of
Major American Jewish
Organizations, gave the
benediction.

The Middle East was not
mentioned either in the
amendment itself or by the
array of pro-amendment
speakers that preceded its
acceptance. However,
Reagan's campaign man-
ager, John Sears, told the
Jewish Telegraphic
Agency on Monday that
the amendment did have
implications bearing on
the area.
The Sinai Agreement
Kissinger engineered be-
tween Egypt and Israel,
the original U.S.-
Egyptian discussion on
American nuclear
equipment and the un-
certainty of U.S. contacts
with the PLO and the out-
look for post-election tac-
tics in the Mideast were
noted as incidences of the
Kissinger style that has
invoked criticism.
Meanwhile,
Sears
answered a complaint from
an Egyptian newspaperman
Wednesday on why
Reagan's previously ex-
pr essed views on
"Palestinians" are not in-
cluded in the Republican
plank on the Middle East by
saying the GOP platform is
a "party document as well
as a candidate document."
Sears replied that
"other positions taken by
Reagan in the past" are
"not quite included" in the
platform.
The JTA asked Sears to
interpret the Ford
leadership's decision not to
oppose the "morality in
foreign policy" amendment
to the platform and whether
dropping the fight indicated
the Administration con-
sidered Secretary of State
Henry A. Kissinger as "ex-
pendable". Pointing out that
Kissinger is not mentioned
in the amendment, Sears
said he thought the Ford
peoples' decision was "more
a matter of politics" to avoid
another roll-call vote.

HIAS Appoints New PR Director
Ray Kestenbaum has
been appointed public
relations director of HIAS,
the worldwide Jewish
migration agency.
As a public relations con-
sultant serving a number of
Jewish organizations,
Kestenbaum has helped
publicize the resettlement
of Russian Jews in
metropolitan New York and
the Jewish elderly. He has
also written extensively on
Jewish poverty in New York
and on subjects related to
Israel, science and labor
relations.
An alumnus of Columbia
University's graduate
school of journalism and
Yeshiva University, he is
French Diplomat
Visits SZ Hospital
NEW YORK — The
President of the French
Senate, Alain Poher,
honorary president of the
French Committee for
Shaare Zedek Hospital in
Jerusalem, recently
toured the construction
site of Shaare Zedek's
new medical center oppo-
site Mt. Herzl.
Accompanied by Prof.
David M. Maeir, director
general of Shaare Zedek,
Poher viewed several of
the projects which are
being supported by mem-
bers of the French com-
mittee. Other friends of
Shaare Zedek in France
have become founders of
the new medical center,
and their names will be
permanently inscribed in
the 10-story building
when it opens in the fall of
1977.
During his tour, Poher
said he was especially in-
terested in the modern
emergency systems for
detecting smoke and fire
within the building, and
in instances where
French hospital design
was used as a model for
the new Shaare Zedek.
