Alan Rose, CJC execu-
tive director, was advised
Friday by telephone from
the office of Allan
MacEachen, the Exter-
nal Affairs Secretary, of
the instructions to the
Commissioner in London.
The practice was de-
nounced last week by
Rose and Claude Wagner,
a leader of the opposition.
Progressive Conserva-
tive Party.
A spokesman for the Ex-
ternal Affairs Department
said the practice was dis-
countinued because it
gave the appearance of
Canadian support for the
Arab boycott plolicy. He
said this practice is not
necessary to permit Cana-
dians to travel to Arab
countries where this vali-
dation is required. The
spokesman added, how-
ever, that the High Com-
mission at no point issued
certificates of non-

Janice Grafstein

Janice M. Grafstein, a
practical nurse at Hurley
Medical Center, died Aug. 6
at age 28.
A Flint native, Mrs.
Grafstein was a member of
Hadassah. She is survived

Clark, a contender for he
Democratic nomination
for the U.S. Senate and a
former U.S. Attorney
General, chargE_d that
New York banks are act-
ing as "enforcers - of the
Arab boycott against
Jewish-owned businesses
favoring Israel, and cal-
led for passage of federal
legislation to outlaw such
practices.
In an adress to the Na-
tional Council of Young
Israel, Clark said that the
state's anti-boycott law,
in effect since Jan. 1, has
been circumvented and
made ineffective by the
failure of banks to ob-
serve the law and by com-
panies avoiding the use of
New York ports for ex-
port.
He noted that a report
of the New York State
Assembly Office of Legis-
lative Oversight and
Analysis found numerous
instances of individuals
and companies on the list
who do not do business
with Israel, but who have
Jewish or pro-Israeli
executives.
Also in New York, the
National Association of
Securities Dealers has
notified its members that
firms which comply with
Arab League demands to
boycott other NASD mem-
bers are in violation of the
Association's rules of fair
practice.
The American Jewish
CongresS said that the
Security and Exchange
Commission had in-
formed it that two leading
investment banking
houses, Blyth Eastman
Dillon & Co. and Dillon,
Read & Co., had cooper-
ated in the boycott by de-
nying business to
stockbrokers on the Arab
boycott list.

houses of Congress will
move on anti-Arab
boycott legislation im-
mediately after they re-
turn from the 10-day re-
cess for the Republican
national convention. The
Congressional actions
will center on the exten-
sion of the Export Ad-
ministration Act of 1969
that expires in Sep-
tember unless it is re-
newed by both houses.
In the Senate, tough
new provision have been
added to it by Sens. Adlai
Stevenson (D.Ill.) and J.
Harrison • Williams
(D.NJ), which are ex-
pected to be adopted
without amendment de-
spite Administration op-
position to them. •
In the House, the Inter-
national Relations Com
mittee has seven bills and
the Judiciary Committee
has another proposal
aimed against the boycott.
To facilitate consideration
and approval, New York
Democrats Benjamin Ro-
senthal and Jonathan Bin-
gham are drafting a single
amendment to the act that
would encompass all the
measures proposed.
The substance, would
be to outlaw all com-
pliance by Americans
with the Arab boycott
demands, expecially
those concerned with in-
formation on personnel of
American companies and
trade with Israel. The bill
will be taken up by the
House committees the
day after Congress re-
convenes.
Harrison-
The
Stevenson proposals are
in two titles of the act.
Parts of one title prohibit
any American firm that
would refuse to do busi-
ness with a second
American firm because it
is on the Arab blacklist.
This title also provides
stiffer provisions to en-
force disclosure by
American companies on
demands brought to them

This title would de-
mand disclosure of the
beneficiary owner of sec-
urities as well as the re-
corded owner. At present,
ownership could be sim-
ply . identified on the re-
cord as an American firm.

Anti-Boycott Bill
in Massachusetts.

BOSTON (JTA) — The
State Senate approved
this • week a subsitute
"anti-boycott" bill filed
by Sen. Jack Backman
which would outlaw dis-
criminatOry practices by
Massachusetts firms
against other Mas-
sachusetts companies
and individuals as a re-
sult of the Arab boycott.
After approval by the
House, the. bill will go to
the Governor for signa-
ture.
The bill would prohibit
companies doing business
in Massachusetts from
making an agreement
with a foreign person to
discriminate
against
Massachusetts
com-
panies or persons on the
basis of such person's
race, religion, sex,
national origin or foreign
trade relationships.
The bill would also pro-
hibit any person from aid-
ing or abetting others in
carrying out the boycott
and would also apply to
employment discrimina-
tion.

stead of the maximum of
$1000 at present.
The other title concerns
means to expose buying
into American companies
by petrodollars. This title
does not prohibit foreig-
ners from purchasing sec-
urities but it does require

buying the securities.
