Israelis Abound in Youth Aliya

son for the Jewish par-
ents' reluctance to send
their children to Israel is
their fear of army service.
The decrease in the
number of young immi-
grants caused the 28th
World Zionist Congress
held in 1972 to resolve
that youth aliya's net-
work of schools be as-
signed to absorb an initial
4,600 disadvantaged Is-
raeli youth. The move
was taken, too, as part of
the increasing involve-
ment of the organization
in Israel's domestic prob-
lems.
Adiel explained the
criteria — social and edu-
cational — by which Israeli
disadvantaged children
are admitted by youth
aliya.

tress (officially defined as
three or more to a room)
are eligible. Under the
e\ducational criterion,
children are accepted if
they have already drop-
ped out of regular school
and receive no formal
education, if they are in-
cessant truants,. or if for
some other reason they
cannot benefit from regu-
lar school classes.
Most of the Israeli chil-
dren taken in by youth
aliya since 1972 (about 10„-
000) are at the depart-
ment's chain of youth vil-
lages and boarding in-
stitutions, living and
learning together with
immigrant pupils.
Another 3,000 Israeli
youngsters have been ab-
sorbed in youth clay cen-
ters.
Adiel emphasized the
special efforts made by
youth aliya to broaden
the opportunities of these
Israeli youngsters to
rehabilitate themselves.
Supplementary classes
have been established in
order to eradicate illiter-
acy and/or to impart read-
ing skills at even the low-
est level.
Learning aids have been
introduced to develop
thinking and reasoning
processes through non-
verbal exercises. Pro-
grams of artistic enrich-
ment also have been estab-
lished.
Another program aims
at strengthening the at-
tachment of the pupils to
their homeland by in-
creasing their knowledge
of and interest in, Israel's
geography, history, land-
scape, antiquities.and the
story of its achievements
of independence.
Youth aliya has also es-
tablished its own units of
social workers, psycholo-
gists, educational super-
visors, teachers and
counselors to aid the Is-
raeli program.

BUENOS AIRES (JTA)
— A delegation of Jewish
leaders met with the head of
the federal police to express
the concern of the Jewish
community over the recent
incident of vandalism in
which windows in 14 shops
in this city's predominately
Jewish commercial area
were shattered or per-
forated by shots fired from
a moving vehicle.
Dr. Nehemias Resnizky,
president of DATA, Dr.
Juan Gurevich, DAIA
vice-president and Ricardo
Gordon, the secretary of
DAIA met today with Gen.
Edmundo R. Ojeda and told
the police official that the
window smashing was
viewed by the Jewish com-
munity as an escalation of
anti-Jewish activity.
Ojeda said he shared the
Jewish community's con-
cern and affirmed that all
possible steps will be taken
to deal with any repetition
of such incidents in an ef-
fort to quell extremist ac-
tions.
