THE DETROIT JEWISH NEWS Friday, August 13, 1976 7 Canada Says Israel Lobby Exaggerates Boycott TORONTO (JTA) — A secret Canadian Cabinet memorandum affirms that a working team of the Ministry of External Affairs has informed the government that the "pro-Israel lobby (in Canada) has been exaggerating the effect on Canadian companies of the Arab boycott against Israel." Furthermore, the memorandum states that "the boycott is an emo- +-ional issue and the in- lusion of non- commercial contracts is repugnant to many Canadians." This is believed to be a reference to advertise- ments appearing in Canadian newspapers placed by Arab com- panies offering contracts for projects in those Duntries but specifying __2hat Moslems should apply for jobs in such projects. The disclosure of this memorandum was made last week by the Toronto Globe and Mail. There was no indication as to whether the memorandum iden- tified "the pro-Israel lobby. - While there was no immediate comment from government sources on the memorandum as pub- lished in the newspaper, Allan MacEachen, Minis- ter of External Affairs, said in a statement in Ot- tawa that the Cabinet will make a decision by early fall regarding government policy concerning the chairman of the ADL's re- gional office, "It was re- Arab boycott. In New York, the American Jewish Con- gress has called on the Department of Health, Education and Welfare to destroy the results of a survey of public schools in five major cities, including Detroit, requiring teachers and principles to identify themselves and their pupils by race and ethnic origin. The survey was under- taken last spring in New York, Chicago, Detroit, Los Angeles and Philadelphia. In a letter to HEW Sec- retary David Mathews, the Congress declared: "There is an inherent and persistent danger that records which iden- tify individuals by race or ethnicity may become the basis for future discrimi- nation against them.
