A spokesman for the
American Jewish Con-
gress told the Republican
platform committee that
the U.S. could stop air
hijacking by suspending
air service and curtailing
economic and military as-
sistance to any nation
that encourages or con-
dones terrorism in the
skies.
Alvan Gray of Cleve-
land, co-chairman of the
governing council of the
American Jewish Con-
gress, urged the platform
committee to draft a
plank that would "serve
notice that any country
encouraging air hijac-
kers by offering them
haven or by failing to
prosecute or extradite
them would suffer seri-
ous penalty."
Legislation is needed,
Gray said, that would "di-
rect the President to sus-
pend air service to any
country used as a base of
operations or training or
as a sanctuary for ter-
rorists; any country that
arms, aids or abets ter-
rorist organizations, and
any country that continues
to maintain air traffic with
an offending country.
"Legislation is also
needed that would halt
all U.S. economic and mil-
itary assistance to any
nation that encourages,
protects, supplies or fails
to act against organiza-
tions guilty of air ter-
rorism," Gray told a pub-
lic hearing called by the
committee to solicit the
views of individuals and
organizations.
The American Jewish
Congress spokesman also
urged the Republicans to
oppose the efforts by
Arab states to . .make
American companies
their . instruments in
boycotting Israel.
The Anti-Defamation
League of Bnai Brith tes-
tified on "two pressing is-
sues — reverse discrimi-
nation and the Arab
boycott. - Describing both
as impediment's to
"equality of opportu-
nity," the ADL urged the
committee to include
planks which would re-
ject racial quotas and

JERUSALEM — Mili-
tant and ultra-Orthodox
Jews clashed near the
Wailing Wall last week in
a dispute over worship on
Mt. Moriah. Police dis-
persed the crowd.
The scuffle involved
members of the right-
wing Betar movement,
which insists Jews have
the right to pray on Mt.
Moriah and an equal
number of ultra-
O•thodox Jews opposed to
Jewish prayer at the site
until the Temple is re-
built.

standard of evaluation
that guarantees equality
of treatment for all is a
system of competitive
selection" based on merit
Discussing the Arab
boycott, Reich said that
thousands of American
firms and individuals are
being victimized by re-
strictions dictated by-
foreign governments "in
violation of American pol-
icy as stated in the Ex-
port Administration
Act."
"We do not oppose
trade between the U.S.
and the Arab world," he
said, "but only want to
make certain that such
trade is free trade. -
The way to do that, he
told the platform commit-
tee, is through "effective
legislation and govern-
ment enforcement ac-
tion'' to insure that
American policy opposing
boycotts against friendly
countries is "fully and
vigorously i m -
plemented. -
The ADL leader called
upon the committee to
give -platform support to
legislation, with sanc-
tions, outlawing "all
forms of American busi-
ness compliance with
Arab boycott requests di-
rected against Israel or
against Jews" and to
"legitimate" affirmative
action programs to end
discrimination in em-
ployment and college
admittance.
A non-partisan commit-
tee of noted Americans
prominent in the arts
submitted a statement in
support of Israel to the
platform committee.
Barry Farber, nation-
ally syndicated broadcas-
ter for RKO General, lec-
turer and writer, pre-
sented the statement for
Writers and Artists for
Peace in the Middle East
on behalf of Cleveland
Amory and Gerold Frank,
co-chairmen of the execu-
tive committee.

firm Israel's right to exist
within secure and recog-
nized boundaries; pro-
vide economic assistance
sufficient to make her
economy viable in her
present difficult times;
and provide military as-
sistance as a deterrent
because a weak Israel
will invite aggression.
Only a strong Israel can
guarantee peace and the
willingness to discuss
peace.
The GOP was also
urged to resist attempts
for an imposed peace be-
cause peace will come
about from direct talks
between parties con-
cerned; and to oppose all
attempts to politicize the
specialized agencies of
the United Nations, and
withhold the allocation of
any funds by the United
States to those agencies
which have become the
victims of such actions.
