JERUSALEM (JTA) — Miss Universe descended on the Knesset last week and with dazzling smile and fluttering eye-lashes put a swift end to an ab- rasive floor fight that had been going on over the Palestinian question. The shouting faded to a whisper as the predomin- antly male chamber craned necks toward the visitor's gallery to glimpse 20-year-old Rina (Mor) Messinger, the Is- raeli beauty queen who won the Miss Universe title at Hong Kong earlier last month. Ms. Messinger arrived as the guest of Knesset Speaker Israel Yeshayahu, who escorted her accompanied by an entourage of reporters and photographers pop- ping flash bulbs. The voluble Meir Payil of Moked who had the floor at the time was dumb- struck. His political an- tagonist, Likud leader Menachem Begin re- marked, "We weren't lis- tening to you anyway, as usual Payil." Pinhas Scheinman, of the . National Religious Party, acting speaker for the day, was clearly em- barrassed. "It's not a sin to look," one MK called out in response to his pleas for order. The Or- thodox MK agreed that as long as "it is from a dis- tance, it's okay." But Scheinman rejected a motion for a five-minute recess to enable his col- leagues to feast their eyes untroubled by more mundane matters. Later, in the Knesset lobbies, Miss Universe greeted 75-year-old Yohanan Bader, of Herut, senior member of the House in terms of age, with a smacking kiss. The old man seemed abashed but Begin eased his dis- comfit by courteously kissing Miss Universe's hand. At a press conference that followed, the "most beautiful girl in the uni- verse" assured reporters that she was still "the girl next door" that she always was. She said she would re- sume her normal life in Israel after her year of glory ends. But until then she pledged to do her bit to aid Israel's informa- tion drive around the world and correct errone- ous images of life in the Jewish state. that the state of Israel is the materialization of Zionism and that its capi- tal is "undivided Jerusalem which is sac- red to the Jewish people from the beginning of its history," passed its first reading in the Knesset last Wednesday. It was introduced as a private members bill by Elimelech Rimalt of Likud in response to the resolution equating Zionism with racism adopted by the UN Gen- eral Assembly last November. The bill defines Zionism as "the liberation and re- naissance movement of the Jewish people." It that a "basic law" should not be introduced as a private bill and that it was mainly of declarative value. Basic laws require a special majority to be amended. They are drafted with the inten- tion of eventual incorpo- ration into a written con- stitution. Africa Minister Takes Israel Trip TEL AVIV (JTA) — The foreign ministry confirmed that Stephanus Botha, South African minister for mining and labor, visited Israel last week. The visit was supposed to have been kept secret but was revealed by Botha in an interview on South African television after his return home. Although Botha met with Premier Yitzhak Rabin, the main purpose of his visit was talks withHaim Barley, Israel's minister of com- merce and industry, about Israel's wish to import large quantities of coal from South Africa. The coal will be used at the Hadera Power Station. Barley was invited to visit South Africa and is ex- pected to do so in the near future. Under the economic agreement signed during Prime Minister John Vors- ter's visit to Jerusalem ear- lier this year, official talks must be held annually be- tween South Africa and Is- rael.
