Elsman stated, "The Con-
stitution gives the elected
Senate special powers in the
foreign policy area, and it is
about time the Senate
showed more initiative to fo-
resee problems and act crea-
tively.
"For example, I am the
only candidate to favor
having the U.S. give Israel
the guarantee of a U.S. de-
fense treaty to end Israel's
continuing apprehension.
(I also favor a package
giving the Palestinians a
homeland so long de-
prived, and economic aid.
"I favor tough talk to the
USSR, including withhold-
ing our wheat if the Rus-
sians don't cooperate on the
road to a disarmed world."
Elsman, a Birmingham
attorney, has never held
public office. He unsuccess-
fully sought the Democratic
nomination for the U.S.
Senate in 1966 and for U.S.
Congressman (18th District)
in 1970.
He is chairman of the
Detroit Bar Association's
international law commit-
tee and held the same post
for five years with the Mich-
igan Bar Association and
has traveled extensively
throughout the world.
He is also a member of
the Sierra Club, the Michi-
gan Nature Association,
Consumers Alliance of
Michigan, Common Cause
and the American Civil Lib-
erties Union.

Wiesenthal Doubts Ex-Nazi's Death

VIENNA (JTA) — Simon
Wiesenthal, head of the
Jewish Documentation Cen-
ter, said he doubts that Nazi
war criminal Joachim Pei-
per was killed in the fire
that destroyed his home two
weeks ago in a small French
village.
In an interview, Wiesen-
thal cited similar "deaths"
of war criminals in South
America, which helped
them vanish after they had
been traced. He said the fact
that a burned body was
found in Peiper's home in
the Burgundy district was
not sufficient evidence.
Peiper, a high-ranking
Nazi SS colonel, had been
sentenced to death by an Al-
lied court for war crimes,
but was later freed.
He had lived in France
for several years under an
assumed name. "It is
symptomatic that Peiper
`died' just after his true
identity was discovered,"
Weisenthal said.
. He noted that two watch
dogs Peiper owned vanished
from the area just after the
fire.
Peiper was sentenced for
having shot American pris-
oners of war during the
Ardennes offensive in 1944.
