George McGovern (D- S.D.), chairman of the Sen- ate Foreign Relations sub- committee on Middle East- ern affairs, and Sen. Charles H. Percy of Illinois, the senior Republican mem- ber of the subcommittee, said that the United States should make major urgent efforts to find an overall set- tlement to the Arab-Israeli conflict early next year no matter who is elected Presi- dent in November. The two Senators ap- peared to be expressing a consensus reached during six days of hearings on Mid- dle East policy conducted by the subcommittee which have just ended. McGovern and Percy disa- greed over U.S. intervention in the Lebanese civil war. McGovern said that the U.S. should consider sending troops to Lebanon as part of an international force if such a means could be effec- tive in ending the bloodshed in that country.
