and drank coffee together
after the Israelis heard an
explanation by foreign min- -
istry officials of the letter

According to Vincente
Montani, writing in El Na-
cional, Israeli embassy offi-
cials visited the foreign min-
istry here to lodge a
complaint over the letter.
The complete text of the let-
ter was read to them to con-
vince them that no attack on
Israel was intended as evi-
denced by the fact that aft-
erwards, the Israelis and
Mexicans "shook hands,
drank coffee and ended
(their meeting) as friendly
as ever."
Nevertheless, the PLO
representative here, Mar-
wan Tahoub, expressed
high praise for Mexico's
foreign policy and its letter
to the Security Council.
Speaking at a reception at
the Egyptian Embassy,
Tahoub, according to a
report in El Nacional,
stated that Mexican policy
coincided with that of the
PLO and that both con-
demned air piracy.
Meanwhile, Foreign Min-
ister Alfonso Garcia Robles
said at a press conference
that he did not expect a new
Jewish boycott of Mexico
because such action was
contrary to the interests
and wishes of Israel ex-
pressed by Israeli Foreign
Minister Yigal Allon during
his official visit to Mexico
last March.

The newspaper Excelsior
published an economic
study today made by the Fi-
nancial Trust, Banamex,
which attributed the decline
of tourism in Mexico to fac-
tors other than the Jewish
boycott instituted last win-
ter after Mexico voted for
the General Assembly reso-
lution equating Zionism
with racism. According to
the survey, Mexico suffered
a loss of tourists because of
high prices and the competi-
tion of cheaper package
tours to Hawaii and Puerto
Rico marketed by American
travel agents.
In Washington, Bnai
Brith has charged President
Luis Echeverria of Mexico
with reneging on "unequi-
vocal assurances" that his
government would abstain
from supporting anti-Jew-
ish actions.
In a letter sent to Echev-
erria, David M. Blumberg,
Bnai Brith's president,
told the Mexican leader
that the "continuity" of
recent anti-Israel actions
"cannot be reconciled"
with Echeverria's asser-
tions of "Mexico's concord
and spirit of coopefative
enterprise with Israel"
that were made personally
to Blumberg when they
met May 24 in Mexico
City.
Citing Mexican support of
anti-Israel resolutions that
sought to politicize the UN
Habitat conference and
World Health Organization
assembly, Mexico's "dis-
tortion of reality" in con-
demning the rescue of hos-
tages from Uganda and
"abrupt cancellations" of
Mexican participation in
international chess and ta-
ble-tennis tournaments
scheduled for Israel, Blum-
berg said: "Those actions
have revived the suspicions
and uncertainties" which
Echeverria's assurances
were intended to allay.
Following the May 24

meeting, Blumberg an-
nounced that Bnai Brith
would resume tours to Mex-
ico in its group travel pro-
grams. Earlier, the Bnai
Brith ban had continued
after other Jewish groups
had re-instituted Mexican
tours.
The Bnai Brith president

added that "under the cir-
cumstances," he must
"regretfully decline" an invi-
tation Echeverria had ex-
tended him to attend the
president's address to the
Mexican Congress and the
inauguration of the Third
World academic center in
September.

JERUSALEM (JTA) —
The cabinet decided to im-
prove the official status of
Israel's Circassian commu-
nity consisting of some 3,-
000 Moslems of Caucasian
origin who have successfully
integrated into Israeli so-
ciety.
The cabinet's action
places the Circassians on
the same official level with
the more numerous Druze.
Both minorities serve in Is-
rael's armed forces from
which the Arab population
is barred. •
The Circassians will be
dealt with henceforth di-
rectly by government of-
fices rather than through
the various ministerial
Arab departments.
Officially, they will enjoy
virtually the same privileges
as the Jewish population.
But according to some
Druze leaders experienced
in dealing directly with gov-
ernment departments this
is a mixed blessing. The
Druze have complained that
since they were accorded
the same treatment as Jew-
ish citizens the quality of
government services they
receive has deteriorated -.
