French Plan Probe in Murder of Former SS Nazi Colonel

PARIS (JTA) — French
police are under orders from
Justice Minister Jean
Lecannuet to investigate
with "utmost speed and
thoroughness" the murder
last week of former SS Col.
Joachim Peiper who was
convicted of war crimes by
an Allied court after World
War II, but later freed.
His charred body with
gunshot wounds was found
last week in the burnt-out
ruins of his house in the
Burgundy district.
Police suspect that Peiper
was "executed" by a group
calling itself "The Com-
mittee for Action on Behalf
of Resistence Fighters and
Deportees" which is believes
to have members associated
with extremist Jewish
organizations. The Paris
bureau of the West German
news agency DPA received
an anonymous telephone
call the day after the killing
in which the "Committee"

claimed responsibility.

The group has no con-
nection with legitimate
anti-Nazi and former
resistence fighter
organizations. The Inter-
national League for the
Rights of Man branded the
murder "useless and
pointless." Serge
Klarsfeld, husband of
Nazi-hunter Beate
Klarsfeld, said the killing
of Peiper, who was 61, was
"contrary to the spirit of
the resistance and
politically useless."

Peiper was convicted in
1945 of having ordered the
execution of 71 unarmed
American prisoners of war
during the battle of Mal-
medy. He was sentenced to
death but eventually re-
prieved and released from
prison in 1956. He was tried
later for having ordered the
destruction of an Italian vil-
lage in 1943 and the death of

43 civilians but was acquit-
ted for lack of evidence.
Peiper commanded an SS
Panzer regiment during the
war. He was a colonel at age
29 and known as "Hitler's
Wonderboy."
Suspicion that his murder
was in reprisal for his war-
time activities was rein-
forced by a press conference
held by eight hooded men in
Paris April 18, 1975 at
which ex-Nazis were
warned that unless West
Germany ratified the Fran-
co-German agreement on
the prosecution of war crim-

inals, "they will be exe-
cuted."
Police sources said that
some of the hooded men
are believed to be asso-
ciated with extremist Jew-
ish groups.
Following his release
from prison, Peiper headed
the advertising department
of the Porsche Motor Co., in
Stuttgart. He retired to
France in 1966.
Last month he was
recognized by a former
French POW. He com-
plained to police that he
subsequently received

countless threats by phone
and mail. He sent his family
back to Germany, but
remained behind. Police
believe he fought a gun-
battle with his assailants
before he was killed.

Carter to Approach Jewish,
Black Media for Advertising

WASHINGTON (JTA) —
Jimmy Carter's campaign
committee is to spend about
$1 million on newspaper
advertising for the Novem-
ber campaign and the bulk
of it will go to newspapers
serving blacks and Jews in
states critical to him, ac-
cording to "Editor and Pub-
lisher."
Only about three percent
of Carter's advertising
budget for the Democratic
Presidential Primary was
spent in newspapers, the
weekly media publication

Bnai Brith Paris
Office Is Bombed

WASHINGTON (JTA) —
Bnai Brith is tightening se-
curity at its major facilities
around the world following
a bombing last week of its
offices in Paris.
The explosion in Paris
ripped apart doors, blew out
windows and caused other
minor damage on the sixth
floor of a building in the
center of the city that
houses both offices and resi-
dences. No one was injured.
Police declined to place
blame. But Jean Pierre
Bloch, president of the Bnai
Brith in France, theorized
that the bomb was placed by
the same right-wing group
that claimed responsibility
for bombing a synagogue in
Cannes two days earlier.
Others speculated that the
bombing was in retaliation
for the recent Israeli rescue
operation in Uganda.

JNF Plants Palm
Trees Near Arava

JERUSALEM (JTA) —
The Jewish National Fund
is conducting a "palm opera-
tion" in some of the Arava
and the Sharm el-Sheikh
settlements.
Some 100 palm trees were
planted recently around the
moshav of Neviot. Similar
plantings took place around
Di Zahav, half-way between
Sharm el-Sheikh and Eilat;
Hatzeva, in the Arava; and
Faran, in the Sinai penin-
sula.

paign, the report by Jon
Consoli said many of the ads

strong support, and Jews,
where Carter aides feel he
could have stronger sup-
port."
Consoli's report was ac-
companied by an illustra-
tion showing a copy of a
newspaper ad prepared by
the Jerry Rafshoon
Agency aimed at drawing
the Jewish vote to Carter
that was run during the
Ohio primary. Rafshoon,
who is Jewish, is one of the
closest advisers to Carter
and is his media consult-
ant. The Ohio ad stressed
"will President Jimmy
Carter be good for the
Jewish people?" and
"help Jimmy Carter help
all Americans."
"During the primary, a
great deal of the ads aimed
at the black voter were run
in the black press. Later in
the primary campaign,
when the media began to
stress that Carter did not
have very much support
among the Jewish popula-
tion, a decision was made in
the Ohio primary to run an
ad in a Jewish newspaper."
The newspaper was not
identified but it was under-
stood here to have been in
the Cleveland Jewish
News."
"Editor and Publisher"
quoted Charlene Carl, the
Rafshoon Agency's vice
president and media direc-
tor as saying, "we felt it was
time to address the issue.
Jimmy did not get the sup-
p'ort of a lot of Jewish people
early in the campaign and
we wanted to change this by
stressing his stand on Israel
foreign policy and by point-
ing out some of his top ad-
visers are Jewish."
