Dulzin Blasts WZO Decision to Forego Constituent Elections

JERUSALEM (JTA) —
World Zionist Organization
Treasurer Leon Dulzin hit
out hard Tuesday at the
Zionist General Council de-
cision enabling Zionist na-
tional federations to forego
elections before the forth-
coming Zionist congress.

Dulzin said the decision,
"taken in haste last week"
was "a blow to the demo-
cratic character of the Zion-
ist movement."
The ZGC decision, pro-
posed by Zionist confedera-
tion leader Kalman Sul-
tanik of New York and
supported by Labor, deter-
mined that wherever 90 per-
cent of the local leadership
agree on a. slate for repre-
sentation at the congress —
scheduled for January 1977
— no elections will be re-
quired.
Following intense press
criticism, WZO Chairman
Yosef Almogi, in a state-
ment Sunday, said the 90
percent provision would
mean effectively that
"most countries" would
hold elections.

But Dulzin in his state-
ment Tuesday asserted that
the opposite was in fact the
case: it meant that most
countries would not hold
elections.
Iri the U.S., where two
thirds of all registered Dias-
pora Zionists live, there will
certainly not be elections,
according to reliable
sources.
Dulzin said the failure to
hold elections would mean
that "new groups and
younger people who have
joined the Zionist move-
ment since the last con-
gress will not be repre-
sented."
He said the "blame for the

decision rests mainly on the
confederation and on La-
bor."
The decision, he charged,
stemmed from "party politi-
cal maneuvering designed to
secure the continuation of
the present status quo."
The treasurer maintained
that there was still time to
organize and hold the elec-
tiong without the need for
postponing the congress.
(Almogi had argued that to
hold elections would mean
postponing the congress for
as long as two years.)
Dulzin recalled that the
ZGC at its meeting here
last January had decided
on elections and had or-

dered preparations to hold
them begun. Thus last
week's decision was a re-
versal, Dulzin said.
He called on Zionists
abroad not to take part in
the 90 percent consensus
and thereby to force the
holding of elections. But he
frankly admitted that there
was not much hope of this
at this time.

Shipping Company
Gets Israeli Help

TEL-AVIV — The Israeli
government, concerned for
the jobs of 400 Israeli
ors, will help the financially
troubled Maritime Fruit
Carriers Co. save its Israeli-
flag merchant ships.
A spokesman for the Is-
rael Finance Ministry,
David Bar-Haim, said last
week that legislation will be
sought enabling the govern-
ment to repay a $2.5 million
loan made by the American-
Israeli shipping company to
Israel in the Yom Kippur
War.
If the legislation is passed
the government will repay it
over a three year period. The
loan would normally have
come due in 1988.
Only six of the company's
37 ships are still sailing, in-
cluding two of the seven Is-
raeli-flag ships. The rest of
the fleet has been seized by
creditors in various ports.

Two Major Changes Approved
in Israel's Monetary Policy

JERUSALEM (JTA) —
The Cabinet approved two
major changes in monetary
policy, both aimed at
strengthening the marketa-
bility of Israel's exports.
The most far-reaching
decision was to link the Is-
rael Pound to a "basket" of
foreign currencies instead
of solely to the U.S. dollar
as heretofore. The cabinet
also accelerated the so-
called "creeping devalua-
tion." The Pound was deval-
ued by another two percent,
effective at midnight Sun-
day and will stand at IL 8.12
to $1.
The linkage change was
long advocated by the gover-
nor of the Bank of Israel,
Moshe Zanbar, but the gov-
ernment had hesitated for
some time to break the dol-
lar linkage.
Under the system ap-
proved at Sunday's cabi-
net meeting, the Pound
will be linked to a compos-
ite unit related to the value
of the currencies of the
principal nationals trad-
ing with Israel. The U.S.
dollar will account for
only 30-40 percent of the
linkage; 20-30 percent will
be linked to the Pound
Sterling and the rest to the
West German Mark, the
Swiss Franc and the

The change was made
because the strength of the
dollar in relation to the Eu-
ropean currencies nullified
the effects Israel was trying
to obtain by regularly de-
preciating its Pound relative
to the dollar.
When Israel devalued the
Pound by two percent and
the dollar increased in value
by a similar rate, the actual
devaluation in the European
market was close to zero
and the aim of improving
the competitive strength of
Israeli exports was frus-
trated.
The value of the new sys-
tem is that the exchange
rates will now reflect the
fluctuations in a variety of
currencies. When the dollar
is down, other currencies
appreciate in value; when
the dollar rises, it is neutral-
ized by the depreciation of
other currencies to which
the Israel Pound will be
linked.
"Creeping devaluation"
was adopted by the gov-
ernment in June, 1975. A
three-member ministerial
committee was empowered
to devalue the Pound by up
to two percent every 30
days without the need for
Cabinet approval.
The ministerial commit-
tee will now be empowered
to devalue the Pound by two
percent as frequently as it
deems necessary, though
not in excess of eight per-
cent in any four month pe-
riod.

News item: An Armed crew of men from the "3" Di-
vision of the Israel Defense Forces took off in "3"
planes, on Saturday, July "3" at "3" p.m. on a mission
of rescue.
Among the crew were "33" doctors, and the time the
force took at Entebbe Airport, Uganda, was "53" min-
utes.
"Impossible, it's impossible," was the exclamation
of the Algerian foreign minister.

To Uganda's tyrant, boastful and loud;
A sick world cowered and bowed.
Israel refused to wear the shroud.

Thousands of miles on a sacred spree,
to reach their people and set them free,
Bring them home where they want to be.

They broke their Sabbath to save a soul—
The "Law" permits if life is the goal;
Clearly stated on our sacred scroll.

To land and lift—two less than the "book"
