LESSONS

JERUSALEM (JTA) —
Yosef Almogi, chairman of
the Jewish Agency and
World Zionist Organization
Executives, declared that
the two major challenges
that faced Israel and Dias-
pora Jewry were the low
rate of immigration and the
poor state of Jewish educa-
tion throughout the free
world. He proposed reme-
dial measures.

opening address at the fifth
General Assembly of the
Jewish Agency attended by
296 delegates from Israel
and abroad and 200 observ-
ers.
He stated that in order to
increase aliya an Israeli
Department had to be es-
tablished in each Jewish
community abroad which
would coordinate three re-
lated tasks: the encourage-
ment of tourism to Israel;
increase in volunteers; and
immigration to Israel.
Almogi deplored the
state of Jewish education
abroad. To remedy this, he
proposed the creation of a
world-wide Jewish educa-
tion authority by the Is-
raeli Education Ministry,
the Jewish Agency and
various Jewish educa-
tional organizations
throughout the world.
Almogi also demanded a
much greater financial ef-
fort from world Je-
wry.

Mortgage. Rates
Rise in Israel

NEW YORK — Absorp-
tion Ministry mortgage ceil-
ings for Jerusalem apart-
ments purchased by new
immigrants on the private
market has recently in-
creased considerably ac-
cording to the Israel Aliyah
Center.
The increase came as a re-
sult of the rise in prices of
apartments especially in
Jerusalem where apartment
t prices are generally higher
than other parts of Israel.

Security for the Israeli
team and during the me-
morial service has been at
a maximum. Buildings on
the street where the syn-
agogue is located, includ-
ing the synagogue, were
carefully searched before
the service. A security
force of some 16,000 police
and military personnel
have been deployed by the
government to protect the
12,000 athletes participat-
ing in the games, as well
as Olympic officials,
against another terrorist
incident. In addition,
U.S.-Canadian border
crossings have been beefed
up with additional secu-
rity people.
There was reportedly no
tenseness among Israeli
athletes and officials over
the intense security. Team
spokesman Shmuel Lalkin,
who was a team official and
one of the few who escaped
the Munich tragedy. said.

Israel sent a much larger
contingent to Montreal, con-
sisting of 50 athletes and
officials.
Meanwhile, in Jerusalem,
Israelis were uneasy over
what amounts to the ouster
of the 42-member Taiwan
team from the Olympic
Games. The main concern is
that the ban on Taiwan will
set a precedent for a similar
ban on the Israeli team in
the 1980 Olympics which
will be held in Moscow.
The Israeli government
has made no official ex-
pression of displeasure
over the treatment of the
Taiwanese and is not ex-
pected to. To become offi-
cially embrosiled in the
matter would only offend
Canada, a friendly nation
with which Israel main-
tains diplomatic and trade
relations.
The Russians may not
challenge the name "Israel"
but may simply say that a
"Palestinian" team was a
more appropriate represent-
ative of this particular land,
Jerusalem sources said.
Canada has refused to
permit the Taiwan athletes
to compete at Montreal un-
less they forego their flag,
their national anthem and
the designation "Republic of
China." The executive board
of the International Olym-
pic Committee has recom-
mended acceptance of Cana-
da's demands.

The Aleppo Codex was
first published in about 900
CE in Tiberias by Aharon
Ben Asher, a master of the
textual tradition. By the end
of the 11th Century, the
manuscript had been car-
ried off from Jerusalem to
Cairo. But it was subse-
quently transferred to
Aleppo, Syria, where it re-
mained in the possession of
the Jewish community.
During Israel's War for
Independence in 1948, the
Syrians tried to burn the
biblical treasure, but 600
of the 800 pages were
saved.
The manuscript was
smuggled out of Syria in
1956 and delivered to Presi-
dent Yitzhak Ben Zvi of Is-
rael for safe-keeping. It is
now at the Ben Zvi Institute
in Jerusalem. Most of the
Pentateuch is among the
lost portion.
