was in proportion to the
energy Jews put into their
lobbying efforts.
The opposition in the full
Senate debate involved Sen-
ators Thomas McIntyre (D-
NH), Abraham Ribicof (D-
Conn.) and Jacob Javits (R-
NY).

Aid to Immigrants

NEW YORK — Exigency
plans for the reception and
settlement of a large wave
of Russian Jewish immi-
grants arriving in the U.S.
were spelled out at a profes-
sional staff meeting of the
New York Association for
New Americans (NYANA),
the settlement agency for
Jewish immigrants in Met-
ropolitan New York.
The plans, said NYANA's
executive director Herbert
Bernstein, were worked out
in response to a swell of over
2,000 Russian Jews outside
Rome who recently received
their visas for entry to the
United States.
Russian immigrant fami-
lies, as a rule, become self
sufficient within six to eight
months following arrival
here. By that time, they are
settled in an apartment,
have acquired a working
knowledge of English
through 12 weeks of inten-
sive schooling and are gain-
fully employed albeit not
always in their immediate
professions.
To speed up the settle-
ment process, Dr. Bern-
stein said, vocational de-
termination and the job
search will henceforth be-
gin while the immigrants
are still attending their
English courses. Pre-
viously, the vocational
process followed the end of
the formal English train-
ing.
To meet the emergency,
he added, a temporary in-
take unit was created as
part of NYANA's Family
Service Division. The unit
will assist the social work-
ers in handling intake and
budget considerations.

Col. Joseph Messing, U.S. Army (Ret.), is shown
with other chaplains during the annual "Pageantry of
the Blessing of the Pleasure Crafts" held recently in San
Francisco Bay. Rabbi Messing, western area director of
the Jewish Welfare Board's Commission on Jewish
Chaplaincy, joined Protestant and Catholic colleagues
in blessing the fleet for more than three hours from the
USS Carpenter. The blessings were given every 10 min-
utes in turn by the three chaplains, but Rabbi Messing
had to - give additional blessings for crew who called for
"the Rabbi's blessing."

Conservative Judaism Backed

The time is long overdue
for the Conservative move-
ment to take its rightful
place in the spiritual life of
Israel, declares Rabbi Rob-
ert Gordis, a religions pro-
fessor at The Jewish Theo-
logical Seminary of
America. The remark came
in a forthcoming article in
United Synagogue Review,
the quarterly magazine of
the United Synagogue of
America.
"Years ago," states Rabbi
Gordis, "there was complete
freedom of religion in Israel
for everyone except for
Jews." While he now finds
the situation improved, he
maintains, "there is no rea-
son why we must plead for a
few crumbs of recognition
from the 'religious' estab-
lishment."

He feels that Israelis have
become much more open to
traditional Jewish values in
the wake of the yom Kippur
War, yet few religious alter-
natives are open to them.
Among his proposals to
promote conservative Juda-
ism in Israel are the estab-
lishment of Solomon
Schechter day schools, the
establishment of United
Synagogue Youth groups,
and summer camps modeled
on the successful Camp Ra-
mah. He also urges the crea-
tion of at least one kibbutz
in which the lifestyle and
religious practices of the
Conservative Movement will
prevail.
