THE DETROIT JEWISH NEWS U.S. Vetoes Another UN Security Council Resolution Favoring Palestinian Interests -a> UNITED NATIONS (JTA) — The United States vetoed Tuesday night a Se- curity Council resolution calling on the Council "to af- firm the inalienable rights of the Palestinian people to self determination, includ- ing the right of return and the right to national inde- 40, ence and sovereignty in tine, in accordance 1 th the charter of the United Nations." The American veto ended the debate on the report of the 20-member Committee glithe Exercise of the Ina- Wble Rights of the Pales- tinian People which started June 9. Israel boycotted the debate on the grounds that the committee's recommen- dations were in fact adop- tion of the PLO plan for the destruction of Israel "In stages." The U.S. cast the only negative vote. Britain, France, Italy and Sweden abstained. In favor were Benin (formerly Dahomey), China, Japan, Libya, Paki- stan, Panama, Romania, Guyana, the Soviet Union and Tanzania. The veto of the resolu- tion, which called for Is- raeli withdrawal from all Arab territories by June 1, 1977 was the 16th cast by the United States in the 30-year history of the UN and the fourth so far this year. Charging that the com- mittee's proposals are de- signed to bring about the "dismantlement" of Is- rael.• Herzog stressed that Israel is still committed to Security Council Resolu- tions 242 and 338 as the ba- sis for a solution in the Mi- deast in the forum of the Geneva Peace conference. "Israel is also committed to a solution which takes into account the question of Palestinian identity," the Israeli envoy said. Sherer, Jr., acting United States representative to the United Nations, told the Security Council before the vote that the text of the res- olution "is totally devoid of balance, stressing the rights and interest of one party to the Middle East dispute and ignoring the rights and in- terests of other parties." He also said that in the view of the U.S. govern- ment, "The political interest of the Palestinians and their role in a final Mideast set- tlement constitute a matter that must be negotiated be- tween the parties before it un be defined in resolutions ( is council."
