TEL AVIV (ZINS) — Is- rael's Foreign Ministry has instructed Israeli diplomats in Washington and New York, to avoid all meetings with Soviet representatives unless first cleared with Jerusalem, according to a report in Ha'aretz. These instructions followed a meeting between the Israeli Ambassador to the U.N., Chaim Herzog, and the So- viet Ambassador Yakov Malik. Ambassador Herzog, had not requested nor re- ceived authorization from Jerusalem for this encoun- ter. In recent months, accord- ing to the newspaper report, the Soviets have attempted to conduct talks with Israeli diplomats, but these con- tacts have produced no posi- tive results. The Foreign Office in Jerusalem has con- cluded that these efforts by the Russians are intended to create the impression there is a de facto informal rela- tionship between both coun- tries. The Soviet objective is to establish its right to take an active role in the negotia- tions between Israel and the Arab states. Israel however, is op- posed to this intent as long as the Soviets refuse to res- tore formal diplomatic rela- tions with Jerusalem. Jewish Workers Continue Studies MIAMI (JTA) — The 120 men and women staff pro- fessionals of the Greater Miami Jewish federation and its affiliated agencies are in the second year of a series of professional en- richment programs. The PEP series have been de- scribed by Myron J. Brodie, federation executive vice president, as a form of con- tinuing education, involving a renewal of Jewish con- sciousness and identity. Dr. Lauffer described the program as a radical depar- ture from most Hillel pro- grams and a model for other campuses across the nation. On his visit to Detroit last week, Rabbi Oscar Groner, associate national director of the Bnai Brith Hillel Foundations, highly com- mended the new program and gave it his blessings. Similar commendations came from Dr. Alfred Jos -- pey, until recently national Hillel director. Expressing appreciation to Field for his pioneering efforts in behalf of the so- cial-cultural tasks on the campus in Ann Arbor, Rabbi Poupko said Field's work has revolutionized the Hillel program.
