Congress Approves Transitional Funding

WASHINGTON (JTA) —
A 27-month foreign military
and economic assistance bill
moved another step forward
in the legislative process
last week when a Senate-
House conference commit-
tee approved a $6.8 billion
compromise measure.

The version reported out
by the committee was $2.6
billion less than that ap-
proved by the Senate. But
there was no cut in the $4.2
billion Israel will receive to
cover the period July 1,
1975-Sept. 30, 1977, includ-
ing $550 million for the

scheduled to meet with a
congressional delegation
Wednesday afternoon in
an effort to reach a com-
promise on the transi-
tional quarter funding.
In Jerusalem, Israel For-
eign Minister Yigal Allon
informed the Cabinet that
' Israel has, unofficially, ex-
pressed "disappointment" to
the United States over re-
ports that President Ford
has ear-marked only $200
million in fund aid for Israel
during the transitional
quarter.
Allon said Israel's feel-
ings were conveyed through
informal channels because
Israel has not received any
official word as to the Ad-

Premier Yitzhak Rabin
appeared to admonish Allon
for his- remark when he
noted that any Israeli reac-
tion would be premature in
the absence of any official
statement from Washing-
ton.

According to Cabinet
sources there was some ten-
sion between the Premier
and the Foreign Minister
when Rabin took issue with
a remark by Prof. Shlomo
Avineri, director general of
the Foreign Ministry, that
there were improved pros-
pects that "some Arab
states" would agree to Is-
rael's proposal for an end of
belligerency.
Avineri, known for his
"doveish" views, is regarded
as a protege of Allon. Objec-
tions were raised in some
quarters to his appointment
by Allon earlier this year to
the top non-ministerial post
in the Foreign Ministry.

Rabbi Acquitted
by Israel Court

JERUSALEM (JTA) — A
Ramallah military court
has acquitted Rabbi Moshe
Levinger, leader of the Kir-
yat Arba community, of
charges that he had pre-
vented Israeli soldiers from
fulfilling their duties during
Arab disturbances in neigh-
boring Hebron last March
13.
The charges developed out
of an altercation between
Levinger and Lt. Giora
Streichmann when the lat-
ter asked Levinger and a
group of Kiryat Arba resi-
dents to leave Hebron.

Court Abolishes NY Blue Law

ALBANY, N.Y. (JTA) —
The New York State Court
of Appeals struck down as
unconstitutional the state's
law requiring retail stores
to be closed on Sunday.
In a unanimous decision
the seven members of the
state's highest court threw
out the conviction of a
Poughkeepsie pharmacist
who was fined for selling a
$1.03 piggy-bank on a Sun-

day.
In the unanimous deci-
sion written by Judge Sol
Wachtler, the court noted
that there were so many
exceptions to the law and
the law was so badly writ-
ten as to make it unconsti-
tutional. Judge Jacob
Fuchsberg wrote a separate
concurring opinion.
