successfully implemented,
Rabin said.

He said those agree-
ments benefitted both par-
ties although Egypt has
been attacked by Arab har-
dliners for having, in effect,
given Israel a "safe border"
in the south. Rabin noted
that Cairo has strenuously
denied that charge but ob-
served, "It is not for us to in-
volve ourselves in this inter-
Arab feuding."
He acknowledged that
Egypt still takes bitter anti-
Israel positions in the
United Nations and other
international arenas.
"Indeed, I cannot; regret-
fully, rule out the possibility
of Egyptian recidivism
which would be dangerous"

to the peace process, Rabin
said. But, Egypt's signature
and observance of the sec-
ond interim agreement in
Sinai is proof of its desire to
remain within the U.S. or-
ientation rather than pur-
sue the war option with So-
viet aid, Rabin asserted.
The Premier warned
King Hussein of Jordan not
to go too far in his
"romance" with Syria and
the Soviet Union. Hussein is
due in Moscow for a state
visit this week-end.

However, Rabin said
that so far Jordan has
acted with restraint in its
rapprochement with
Syria. For the present,
therefore, Israel has "no
reason" to alter its policy
on the "Eastern Front.:'

Syrians Reported
Near Israel Line

NEW YORK — Western
observers reported Tuesday
that Syrian armored col-
umns have reached the Li-
tani River in southern Leba-
non, and in some places
were within 21/2 miles of the
Israeli border and in sight of
Israeli guard posts and ra-
dio installations.
Reports of a Pan-Arab
peace-keeping force have
raised the possibility among
some Israeli observers that
Israel might invade Leba-
non, but official sources and
Premier Yitzhak Rabin's
foreign policy speech Tues-
day emphasized that there
has been no change in Is-
rael's attitude towards Le-
banon.
There were several anti-
Syrian demonstrations on.
the West Bank last week, as
Arab youths burned tires
and /threw rocks at Israeli
police to protest the Syrian
invasion. At the same time,
35 Palestinians took over
the Arab Information Cen-
ter in Chicago to protest
against Israel and Syria.
The Palestinians told a re-
porter they were protesting
"the Syrian invasion
planned by the Zionist Jew-
ish state of Israel."

U.S. Vessels Visit
Israel and Egypt

WASHINGTON (ZINS)
— Twelve years have
elapsed since an American
naval vessel last docked at
an Israeli port. This hiatus
was noted by political ex-
perts commenting on the ar-
rival of the American de-
stroyer "Dahlgren," which
anchored at Haifa a few
weeks ago.
The Pentagon called the
visit "routine," but added
that it demonstrates the
"greater stability now pre-
vailing in the Middle East."
It comes at a time when
another U.S. warship made
a similar stop at Alexan-
dria. The purpose of these
visits, according to observ-
ers, is to demonstrate the
fact that America is not
playing any favorites, and
that both Israel and Egypt
are now considered by
as countries
open to an American pres-
ence.

Israel still regards Jordan
as a potential negotiating
partner, he said, and dis-
regards the Rabat summit
decision which assigned
that role to the PLO.

Likud leader Menachem
Beigin, responding to the
Premier, charged that the
government had no worka-
ble peace plan. He claimed
that the Premier himself
had admitted recently that
the Arabs should not accept
Israel's most generous terri-
torial offers which would

have Israel retain only part
of the Golan Heights and ,
united Jerusalem.
Beigin charged it was the
"height of irresponsibility"
for the government to offer
major withdrawals in ex-
change for non-belligerency.
He insisted that Likud's pol-
icy calling for retention of
all of the West Bank could
lead to peace. He claimed
that by raising the demo-
graphic issue — the possi-
bility Arabs under Israeli
rule would evPritually out-

number Jews — was a den-
ial of the basic Zionist faith
that many millions of jews
would settle in Israel.
