Jews in Israel were plan- ning to return to Morocco at the invitation of that coun- try brought a strong denial from Jewish Agency trea- surer Leon Dulzin and a Knesset motion by Likud leader Menachem Beigin for an investigation of reported yerida to Arab lands. Beigin proposed the es- tablishment of a commis- sion to study the motives be- hind yerida and why some Jews desire to leave. Accord- ing to Haaretz, Arab states have set up a $5 million fund to encourage Jews and espe- cially Israelis who left the Arab countries of their birth, to return. Haaretz said there was opposition to the fund in Morocco because of that country's pressing eco- nomic problems but that King Hassan plans to have a "colony" of some 200 Is- raeli returnees in Rabat by the end of this year. Council Meets on Trade JERUSALEM (JTA) — Top American industrialists and leading Israeli business- men got together here this week for the first meeting of the Joint U.S.-Israel Busi- ness Council, a body estab- lished by the two countries to encourage trade between them and further American investments in Israel. Dutchmen Held in Bomb Incident AMSTERDAM (JTA) — Two young Dutchmen, 25-year-old Hugo Muller and 26-year-old Rudolf Meyer, were remanded for one week Monday by a Dutch magistrate. The two men, both known for their contacts with leftist organi- zations, are suspected of complicity in the May 25 Ben-Gurion Airport explo- sion. A man who died when his suitcase exploded when opened by security agents, carried Muller's passport. Muller himself reportedly told police first that he had lost it, then that he had given it to a member of the Bader-Meinhof group to enable him to flee West Ger- many where he was wanted by police. The arrests in- volved the Bader-Meinhof group in the airport explo- sion. Dutch police said more arrests are likely to follow. George Romney of Michi- gan. Romney, who was Sec- retary of Housing and Ur- ban Development in the first Nixon Administration and formerly headed Amer- ican Motors, declared to his Israeli hosts, "We are here because we want to help." He read a message of en- couragement from U.S. Sec- retary of Commerce Elliott Richardson and assured Premier Yitzhak Rabin that the Departments of Com- merce, State, Treasury and all other government agen- cies were deeply interested in the success of the Joint Business Council. The premier said Is- rael's three economic goals were continued eco- nomic growth, reinforce- Elect ment of its competitive capacity, and closer inte- gration into the interna- tional economy. He said Israel's links with the European Common Market with which it re- cently concluded tariff agreements and its geo- graphical proximity to Eu- ropean markets, should "be of interest" to potential American investors. Israel Budget Cut Decision Delayed JERUSALEM (JTA) — The cabinet decided to defer for one week a decision on an IL 2 billion budget cut urged by Finance Minister Yehoshua Rabinowitz. The deferment was re- quested by Defense Minis- ter Shimon Peres who firmly opposed a reduction, reportedly of some IL 800 million, proposed for the defense ministry. Peres said he wanted more time to "further study" the issue. Housing Minister Avra- ham Ofer also voiced objec- tions to the budget cut, ar- guing that it would create further unemployment in the construction industry where joblessness is already high. Rabinowitz explained that cutbacks were neces- sary to maintain the IL 85.2 billion budget ceiling for the current fiscal year. He said the cabinet's ear- lier calculations were based on a 25 percent rise in costs whereas the actual cost increase will run over 30 percent this year. He was challenged by other ministers to tighten up on income tax collections to bring more revenue into the treasury.
