Israel Repeats Refusal to Attend UN Debate

UNITED NATIONS
(JTA) — Israeli Ambassa-
dor Chaim Herzog charged
that the recommendations
of the Committee on the Ex-
ercise of the Inalienable
Rights of the Palestinian
People were "a calculated
formula for the destruction
of Israel" and reiterated Is-
rael's refusal to participate
in the debate on the com-
mittee's report which began
in the Security Council
Wednesday.

Addressing a press con-
ference here, the Israeli en-
voy declared that the prob-
lem of Palestinian identity
"will most certainly" be
dealt with at the Geneva
peace conference and as-
serted that "Israel, for its
part, will not agree to any
settlement which does not
give adequate expression to
this identity."
In Jerusalem, Foreign
Minister Yigal Allon told
the Cabinet that "Israel

Security Council's debate on
"the inalienable rights of
the Palestinian people"
which is expected to take
place later this month.
His remarks indicated
that Israel does not intend
to participate in the deliber-
ations of the "Committee of
Twenty" which it does not
recognize and with which it
refuses to cooperate.
The "Committee of
Twenty" which includes
16 nations that have no
diplomatic ties with Is-
rael, presented a report
last week calling for Is-
rael's total withdrawal
from the administered
Arab territories by
1977, the eventual reps ,-
ation of Palestine refugees
to Israel and the establish-
ment of a Palestinian
"entity."
The committee, was
created by the General As-
sembly last year. The
United States and most
West European countries
refused to have anything to
do with it.
In Toronto, Prime Minis-
ter Pierre Elliott Trudeau,
in an apparent reversal of
his earlier position, said
that it might be a good thing
if the Palestinian question
is raised at the UN-spon-
sored "Habitat" Conference
which opened in Vancouver
last week.
The Prime Minister had
warned only last week that
Canadian authorities would
take appropriate action if
the Arabs attempted to poli-
ticize the 'Habitat" Confer-
ence.
Meanwhile, the Arab
and Third World delegates
to "Habitat" walked out
of the hall as the Israeli
representative, Interior
Minister Yosef Burg, rose
to deliver his address.
In Jerusalem, the Jerusa-
lem municipality an-
nounced that it would take
part as planned in the UN-
sponsored "World Environ-
ment Day" despite the UN's
last-minute withdrawal of
its invitation to Jerusalem
to participate.
The withdrawal, revealed
by the Jerusalem Post's cor-
respondent to the "Habitat"
conference in Vancouver,
came as a result of pressure
from Arab delegations
there.

national Labor Organiza-
tion decided to grant the Pa-
Liberation
lestine
Organization observer -ta-
tus by a vote of 31 to Z
one abstention.
The PLO will enjoy this
status with the World Con-
ference on Employment
now being held here and not
on a permanent basis.
