The assembled guests raised a toast to Israeli Ambassador and Mrs. Simha Dinitz. Acting Secre- tary of State Joseph J. Sisco headed -the Administration delegation of White House, State Department and De- fense Department officials. In addition to the envoys of Western European and Latin American countries, the reception was attended by the Ambassadors of Burma, Thailand, Swazi- land and Barbados. In Buenos Aires, it was reported that Israel's In- dependence Day was widely observed in Argen- tina. Israeli Ambassador Ram Nirgad spoke over national broadcasting, and later place flowers at the monu- ment to the Argentine na- tional hero, Jose de San Martin. He later hosted a reception at the Israel Em- bassy attended by Argen- tine officials, members of the diplomatic corps and political personalities. In New York, more than 2,000 persons streamed into Carnegie Hall to celebrate . Israel's 28th anniversary and to affirm their solidar- ity with the Jewish state. The event was sponsored by the American Zionist Feder- ation. Chaim Herzog., Israel's Ambassador to the United Nations, said that Israel is ready to make peace and ne- gotiate with its Arab neigh- bors. But he reiterated Is- rael's determination not to deal with the Palestine Lib- eration Organization which, he said, bases its policies on "brutal terrorism." Mrs. Faye Schenk, pres- ident of the AZF, called on New York's Jewish com- munity to "show their soli- darity and support for Is- rael" . and conveyed the greetings of New York's Jews tolsrael on its Inde- pendence Day. Mayor Abraham Beame presented the city's greet- ings for the occasion. Israel Independence Day celebrations were held in Jewish communities across the country. In a specially prepared Israel Independence Day message issued at ZOA House in New York, Dr. Jo- seph P. Sternstein, presi- dent of the 120,000-member Zionist Organization of America said, "The future of Israel and world Jewry is secure and those who now offer gloom-filled prophe- cies Will be shown to be in error, provided we recognize that we are a besieged peo- ple and act accordingly, and provided that we insist on the right to determine our own fate." Reviewing the 28 years of Israel accomplishment, Dr. Sternstein said, "in a period of the increasing denial of the democratic process, Israel shines as a beacon to Asia and Africa and its polver as a moral force has also had an im- pact on the West."
