Senators Seek Ford Meeting To Discuss Foreign Aid Plan

Case (R.NJ) and Jacob K.
Javits (R.NY), all members
of the Senate Foreign Rela-
tions Committee, wrote
Ford asking for the meeting
last week, after the Senate
and House passed the au-
thorization bill adopted by a
conference committee of
both houses.
The President had indi-
cated, through Republican
Congressional leaders in a
surprise move only 48 hours
earlier that he opposed the
bill because of six of its
provisions that include lim-
iting U.S. arms sales to $9

sales of weapons by Ameri-
can companies that exceed
$25 million in value.
Ford had previously in-
dicated he would veto an
appropriations bill that
would provide funds for Is-
rael, Egypt, Syria, Jordan
and 50 other countries dur-
ing the transitional
quarter between the cur-
rent and new fiscal years.
Pending a decision on the
authorization bill, Congress
is delaying action on the
House-Senate conference
bill on appropriations to
fund the foreign aid pro-
gram as spelled out in the
authorization measure. The
House members in the con-
ference voted 7-6 to oppose
the Senate formula favoring
the funding.
President Ford hinted
strongly again that he
would veto the foreign aid
authorization bill which
both houses of Congress
adopted and sent to him for
his signature.
Speaking at a news con-
ference in Houston, the
President observed that
Congress has sustained 39
of his vetoes and claimed
that $13 billion of taxpay-
ers' money had been saved
as a result.
Ford did not refer to the
foreign aid measure in his
remarks. But their nature
indicated that he has not
altered his opposition to
additional funding for the
transitional quarter.
Rep. Otto Passman (D.-
La.), chairman of the House
subcommittee on appropria-
tions, said if the President
vetoes the authorization bill
and his veto is sustained, he
would ask the House Rules
Committee to allow him to
have the appropriations
measure stand also as an
authorization bill.
Passman said this was
technically possible. It
would mean the program
would operate under the
policy authorizd by last
year's foreign aid bill.
Congressional sources
said that this parliamentary
maneuver may well be
adopted since the fiscal year
has only two months to go
and it would be impossible
for Congress to draft new
foreign aid legislation be-
fore it expires June 30.
In Tel Aviv, the Israeli
army will be forced to cope
with a deteriorating se-
curity situation and a re-
duced military budget dur-
ing fiscal year 1976-1977,
Maj. Gen. Yekutiel Adam,
chief of the general staff
branch at General Head-
quarters said at a press
conference.
Adam warned that if the
U.S. fails to provide Israel
with an additional $550 mil-.
lion in military assistance to
cover the transitional
quarter between fiscal 1976
and 1977, all branches of the
armed forces — land, sea
and air — would be af-
fected.
He said the cuts would be
implemented mainly by re-
ducing construction and
lowering the living stand-
ards of Israeli soldiers, pos-
sibly even their food rations.
Other economies include
reducing the active duty
period of reserve soldiers
from 70 to 35 days and for
officers from 90 to 45 days.
Logistics and maintenance
will be modernized, the call-
up of reserves streamlined
and discipline will be im-
proved, he said. Adam said
that volunteers will be en-
couraged for the regular
army.
