The debate, when it oc- curs, will determine the fate of the controversial Gush Emunim encampment out- side the Kadum army base in the Samaria region. But it is clear that the "doves" will not tolerate further delay. Justice Minis ter Haim Zadok blasted the Gush Emunim's April 18-19 march through the West Bank which touched off vi- olent disturbances in Arab towns and in East Jerusa- lem. Meanwhile, the Foreign Ministry confirmed a re- port that Foreign Minister Yigal Allon has postponed his trip to the U.S. where he was to address major fund-raising gatherings and meet with Secretary of State Henry A. Kissinger and other Administration and Congressional lead- ers. According to political cir- cles, Allon's main reason for postponing his American trip was "his desire to parti- cipate in the Kadum de- bate." He does not want to hold political talks in Wash- ington before this controver- sial issue is settled by the government, the circles said. Allon and other "doves" maintain that the compro- mise allowing a limited number of them to remain at Kadum under army pro- tection was never brought up before the full Cabinet. Allon favors limited, planned settlements, but not those set up in violation of government decrees. Peres is backed on this issue by Police Minister Shlomo Hillel and Transport Min- ister Gad Yaacobi. The most vigorous Cabi- net support for the Gush comes from Welfare Minis- ter Zevulun Hammer, a leader of the NRP's "young guard" who has threatened to resign if the Cabinet de- cides to evict the Kadum settlers. Under Hammer's pressure, the more moder- ate NRP ministers, Yosef Burg and Yitzhak Raphael, have made similar threats. So far, however, Rabin has not stated his position unequivocally. On one hand, he has publicly condemned the Gush Emunim for defy- ing government authority. On the other, he has reiter- ated that the Jordan River must remain Israel's perma- nent security border in the east. This presupposes a chain of Jewish settlements on the West Bank. The government has, in MELBOURNE, (JTA) — The Australian government has rejected an application for entry by Eddie Zananiri, a leading member of the General Union of Palesti- nian Students which is affi- liated to the PLO. Zananiri, 29, is a GUPS vice-president and president of its international rela- tions bureau. The Minister for Immigration, Michael Mackellar, rejected the ap- plication for "security rea- sons" on the recommenda- tion of the Crime Intelligence Bureau of the Australian police. Under the Labor govern- ment led by Gough Whi- tlam, Zananiri was admit- ted to Australian last May when he came on a lecture tour of student campuses. His visit led to a series of clashes between Jewish students and PLO support- ers. Zananiri had given as a reason for his application his desire to marry a Mel- bourne woman, Gail Cot- ton, secretary to Bill Har- tley who is an extreme left- wing member of the Labor Party's national executive and a leading spokesman for the PLO in Australia. The Zananiri application is the first test case of the attitude towards the PLO by the government of Fraser whose Liberal-National Party coalition ousted the Labor Party from govern- ment in a landside victory last December. While in opposition, Fraser had op- posed Whitlam's willing- ness to allow PLO officials to enter Australia. Meanwhile, security forces are investigating the source of shots fired at a group of soldiers Sunday who were driving . past Herod's Gate in the Old City of Jerusalem. Preliminary reports said that five shots were fired, apparently from inside the gate, which faces Saladin Street, a main thoroughfare in East Jerusalem. No one was hurt. East Jerusalem was in the last few days the scene of several extremist at- tempts aimed at triggering fact, encouraged settle- ments in the sparsely popu- lated Jordan valley and presumably would offer the Gush alternative sites there or on the Golan Heights. The Gush and their support- ers claim that the entire West Bank must be open to Jewish settlement if it is to remain secure. Meanwhile, Herut leader Menachem Beigin warned the government Sunday that any resolution it adopted to evict the Gush Emunim squatters from Kadum in Samaria would be opposed by a majority in the Knesset. Addressing the Herut central committee, Beigin said he had a list of 62 MKs opposed to evacua- tion of the Gush. In a related development, some 1,000 members of ki- butzim and moshavim and various political parties met at Moshav Ein Vered under the slogan "Settlers for Set- tlements."
