Free Arab Press Questioned
U.S.-PLO Contacts Predicted

Two
American experts on the
Middle East, participating
in the "International Con-
ference on the Palestinians
and the Mideast Conflict" at
Haifa University this week,
said that the U.S. was ac-
tively working to bring
about PLO participation in
Middle East peace talks.

marks to reporters outside
the conference hall that he
had been given such infor-
mation two weeks ago in
Washington by way of a
hint that he was to pass on
to Israel government circles.
Prof. Linda Miller, of
Wellesley College, told a
session of the conference
that she "sensed" vigor-
ous new efforts by the U.S.
to engage the PLO in a
dialogue aimed at its ac-
ceptance of Security Coun-
cil Resolutions 242 and 338
as a prelude to talks with
Israel.
Perlmutter identified the
source of his information as
former Ambassador G.
Dean Brown, director of the
Middle East Institute in
Washington, who President
Ford sent to Lebanon last
week as a special envoy on a
fact-finding mission. The
State Department has not
ruled out contacts with the
PLO, though it said they
were not included in
Brown's instructions from
the President.
Meanwhile,
Farouk
Khadumi, the unofficial
"foreign minister" of the
Palestine Liberation Organ-
ization postponed a visit to
Austria, maintaining that
he had other pressing prob-
lems.
_However, a government
spokesman added: "We be-
lieve Khadumi cancelled his
visit because he did not
want to come to Vienna only
a few days before the arrival
of Egypt's President Anwar
Sadat." Khadumi's visit was
originally scheduled for
April 5-8.
Khadumi is to meet Aus-
trian officials to discuss de-
tails concerning the ex-
pected opening of a PLO
bureau in Vienna.

JERUSALEM — In the
Arab countries the press is a
tool of the regime. In Leba-
non the press is more or less
free, a fact used also by the
PLO, which has "bought"
influence in certain- newspa-
pers.
After the Six-Day War,
Israeli authorities allowed
Arabic newspapers to ap-
pear in East Jerusalem. In
1968 "El-Kuds" started to
appear under the editorship
of Muhammed Abu Zoulauf,
who was born in Jaffa and
had edited a newspaper in
Jordan.
El-Kuds received finan-
cial help from Jordan and
supported the Jordanian
regime. But when the popu-
larity of King Hussein de-
creased in Judea and Sa-
maria, the newspaper
became a propaganda organ
of the PLO, and demanded
the establishment of a Pa-
lestinian state in the West
Bank and Gaza Zone. The
newspaper has about-10,000
readers.
In 1970 two additional
Arab dailies appeared in
East Jerusalem: "E-
Shaab" under the editor-
ship of Machmud Jaish
and "El Fajr" under the
editorship of Jossef Nas-
ser. Nasser mysteriously
disappeared two years ago
and his body has just been
found. There were rumors
that he was kidnapped by
partisans of King Hussein
because he attacked the
Hashemite regime.
El Fajr is supported by
extreme Arab circles in sev-
eral countries.
E-Shaab also supports the
cause of the PLO. The news-
paper has disregarded the
Israeli military censorship,
and it was recently closed

ple Mount. It spread
propaganda lies that
hundreds of Arab young-
sters demonstrating
against these actions were
injured by the Israeli pol-
ice.
When E-Shaab appeared
after the eight-day closure,
it published a front page-
picture of Yasir Arafat. The
newspaper said it would
continue to fight for a Pales-
tinian state in the occupied
territories, ruled by the
PLO, and that there should
be a secular Palestinian
state in the whole territory
of Palestine.
