VIENNA (JTA) — The Austrian government began negotiations with the PLO on possibilities of opening a PLO office in Vienna. Rabbi Siegel, chairman of the Committee on Jewish Law and Standards of the Rabbinical Assembly, told a seminary forum on "De- fining Death" that once death had occurred in those terms, there were "valid grounds" for withdrawal of mechanical systems that prevent death from coming naturally.
