WASHINGTON — The
trade, publication Chemical
and Engineering News car-
ried an editorial and a ma-
jor news story in its March
29 issue on dissident Soviet
scientists and Jews and the
problem of emigration from
Russia.
In its editorial, signed by
assistant editor Richard J.
Seltzer, Chemical and Engi-
neering News advocated
continuing contacts and
scientific exchanges be-
tween U.S. and Russian
scientists, but with condi-
tions. U.S. scientists could
adopt colleagues in Russia,
and notify the Soviet gov-
ernment on an individual
basis of refusals to partici-
pate in selected events
"until the specified scien-
tific injustice is rectified."
Seltzer concluded:
"There are certainly other
possibilities. It may well
be that Soviet dissidents
are correct in saying that
U.S. scientists have been
`too timid' and 'too easily
put off,' and could influ-
ence Soviet actions consid-
erably more."
The news article included
a detailed account of Soviet
chemist Benjamin Levich's
four-year effort to emigrate
to Israel and the harass-
ment he has undergone.

It also was reported that
Shmuel Zalmanson, brother
of former prisoner of consci-
ence Sylva Zalmanson, who
was arrested recently by
Riga KGB officials, is being
charged with "bribery" and
"theft of state property."

has been granted a visa to
Israel after months of har-
