Kissinger stressing the "qualities, responsibilities and hopes which tie Amer- ica to Israel," pledged that "the survival and security of Israel are unequivocal and permanent moral commit- ments of the United States." The Secretary also urged Israel not to be suspicious of the U.S. as both countries strive for a Middle East peace. "The risks and obstacles are many," Kissinger told some 500 delegates to the biennial convention of the American Jewish Congress at the L'Enfant Plaza Hotel. "Steps must be carefully thought out and realistic." Because of the sensi- tivity of his position he asked not to be identified. The Argentinian, who was interviewed in New York said: "There are no indications that the junta will adopt any special poli- cies toward the Jews. It will be no better and no worse for the Jews than for the general population. There is no doubt that there are anti- semitic elements in the army and we must wait and see how much of a role they will be permitted to play. At the moment the military leaders are more concerned with stabilizing the econ- omy and re-establishing political and economic mor- ality as quickly as possible."
