Non-Institutional Care for Aged Is Promoted in Israel by JDC

Israel is growing older
every clay, not just the
chronological age of the
state but the age of her pop-
ulation. The proportion of
aged citizens in Israel has
more than doubled since the
establishment of the state
in 1948. By the end of this
decade it will have increased
21/2 times. By then, 9.5 per-
cent of the population will
be over 65 years old com-
pared with 3.8 percent in
1948.
AmeriCan Jewry provides
valuable assistance in solv-
ing the problem of the aged
through the Joint Distribu-
tion Committee (JDC)
which is helping to bring
about a virtual revolution in
the country's approach to
care of the aged.
The JDC which has accu-
mulated more than 60 years
of experience in education,
health and social welfare
work, especially in the care
of aged, has for the past sev-
eral years been guiding and
assisting Israeli authorities
to change their emphasis
from institutional care of
the aged to community serv-
ices.
In keeping with ad-
vanced social welfare
practices in other Western
countries, JDC has taken
the lead in Israel in devel-
oping community services
so that old people may con-
tinue to live in the commu-
nity rather than in an in-
stitution.
To speed the development
of an integrated community
program for the aged, the
JDC initiated and helped
establish, together with Is-
raeli authorities, the Asso-
ciation for Planning and De-
velopment of Services for
the Aged. "Eshel" as the
association is called in Is-
rael, is funded by the JDC
and the Israeli government.
It has spent $13. million on
various programs for the
aged since its inception in
1969. The JDC, which pro-
vided half the five-year
budget, receives its funds
mainly from the United
Jewish Appeal.
To enable a large propor-
tion of the aged to remain in
the community it is neces-
sary to provide them with a
number of services and fa-
cilities. "Eshel" has already
helped establish many such
services in a dozen different
locations throughout the
country.
These include: a counsel-
ing and guidance center for
the aged; visiting nurses and
social workers (in the
home); clinics; "meals on

main in their homes.
JDC is also helping in a
parallel expansion of hospi-
tal space for the chronically
ill aged who need hospital
services.
To assure that the new
program for the aged works,
JDC is helping to train the
professional personnel who
will direct the various pro-
grams, and in the creation
of preventive health services
within the communities
which will include facilities
for registration and surveil-
lance.
JDC has established the
Brookdale Institute of Ger-
ontology and Adult Human
Development in Jerusalem,
headed by Dr. Israel Katz, a
leading social service au-
thority in Israel. The Brook-
dale Institute, established
under a special grant by the
Brookdale Ramapo Trust of
New York, conducts re-
search on the needs of the
aged and their care.

association has been in-
strumental in the con-
struction of special apart-
ments for the aged in
various communities. It
has also seen to it that fu-
ture homes for the aged in
Israel are equipped to
provide services for the
aged living in the commu-
nity. Furthermore, in the
new homes for the aged
now being built in Israel,
with "Eshel" help, two-
thirds of the accommoda-
tions are designed for
nursing cases or the infirm
who cannot manage physi-
cally in the community.

space is reserved for aged
