Peres, Allan Angrily Clash Over Gush Emunim Issue

JERUSALEM (JTA) —
Foreign KLinister Yigal Al-
lon and Defense Minister
Shimon Peres clashed an-
grily Monday in debate over
the Gush Emunim Settlers
at Kadum in the Samaria
region.
Allon demanded that the
illegal settlers must be re-
moved, by force if neces-
sary, because their presence
on the West Bank was in de-
fiance of government policy.
Peres, in an emotional
speech, warned that the is-
sue was threatening to split
the government, the Labor

he did not say so unequivo-
cally, that he would sup-
port the militant Orthodox
Gush Emunim's demand
for free Jewish settlement
on the West Bank when
the matter is taken up by
the full Cabinet next
month.
Allon and Peres stated
their views at the third
weekly session of the Labor
Alignment's Knesset faction
which is debating national
policies. Premier Yitzhak
Rabin, who listened impas-
sively while two of his sen-
ior ministers took diametri-
cally opposed positions on
the issue, had pledged at
Sunday's Cabinet session
that the Kadum matter
would be debated by the
Cabinet during the latter
part of April — after the
West Bank municipal elec-
tions April 12.

tween Allon and Peres con-
cerned the compromise
reached by the government
with the Gush Emunim last

tia, the biblical capital of
Samaria.
The government, reluc-
tant to have the army re-
move them by force, allowed
a token number to remain in
Samaria under the protec-
tion of the army camp at
Kadum. They subsequently
established a makeshift set-
tlement outside the perime-
ter of the camp and have de-
manded that the
government recognize them
as a permanent settlement.
Peres insisted that the
compromise was approved
by the full Cabinet. Allon
contended that it was a
fait accompli by the De-
fense Minister which has
still not been brought be-
fore the Cabinet for ap-
proval.
He said the Kadum set-
tlers should be offered alter-
native sites in regions such
as the Jordan Valley where
the government deems set-
tlement necessary. If they
refuse, they should be re-
moved forthwith from
Kadum, he said.
Allon also said that if the
National Religious Party,

which supports the Gush
Emunim, threatened to quit
the coalition their bluff
should be called fearlessly.
He accused welfare minister
Zevulun Hammer of the
NRP of trying to dictate pol-
icy to the government by
threatening to leave the coa-
lition and taking the other
NRP ministers with him.
Allon contended that
Hammer's views were not
necessarily shared by
other NRP ministers. The
Foreign Minister also crit-
icized army — and by im-
plication the Defense Min-
istry — for failure to
prevent the illegal settlers
from entering the West
Bank last December.
Peres said the future of
Kadum would be decided by
the entire Cabinet, either
unanimously or bti majority
decisior..
