Jewish Hospital
Forced to Refuse
Medicaid Patients

JERSEY CITY, N.J.
(JTA) — The Jewish Hospi-
tal and Rehabilitation Cen-
ter of New Jersey has de-
clared a moratorium on
admission of Medicaid pa-
tients to the institution's
long-term care unit because
of three consecutive years of
six-figure deficits, accord-
ing to George M. Clott, pres-
ident of the non-profit facil-
ity.
Clott said the board of
directors had approved a
policy which will cut in half,
by attrition, the nursing
home's current population
of more than 200 Medicaid-
supported patients.
Clott said Medicaid reim-
bursement was about $13
per patient day less than the
actual cost to the facility of
care for such patients.

On a recent Sabbath a
Hasid visited Danny. In one
of the children institutions
of the Hasidim the hot wa-
ter boiler had a defect, and
if it was not repaired imme-
diately, it might explode.
Danny repaired the boiler.
The next Sabbath an
Orthodox Jew came to Dan-
ny's home. According to
Jewish Law he was not al-
lowed to induce even a Gen-
tile to break the Sabbath
rest, but he told Danny that
something was wrong with
his refrigerator. Danny un-
derstood immediately that
they had forgotten to put
out the refrigerator lamp on
the eve of Sabbath and
whenever they wished to
open the refrigerator the
lamp lit up.
Danny went to the apart-
ment and found the family
with two children were af-
raid to open the refrigerator
and had no other food. He

After this scandal, the
people of Bnei Brak were
looking for areal gentile.
The Rabbi of the Komenint
settlement proposed Pera
Rabah for the job.
Rabah became involved
in a romantic affair. He
wanted to marry a Druze
girl but her father disa-

fiance eloped and hid
themselves in Ramle.
The couple got an apart-
ment in Bnei Brak. Pera

U.S. Urged to Terminate Lease
on Building Sold to Kuwait

WASHINGTON (JTA) —
Rep. Richard L. Ottinger
(D-NY) has called on the

General Services Adminis-
tration to "immediately ter-
minate" a U.S. lease on a
12-story building in Wash-
ington purchased by the
government of Kuwait.
Ottinger also asked Secre-
tary of State Henry A. Kis-
singer to assist the GSA's
administrator, Jack Eckard,
to end the 18-year contract
at $2.3 niillion each year
from "a foreign government
which actively discrimi-
nates against American citi-
zens in clear violation of fed-
eral policy and law."
In announcing his pro-
tests, Ottinger said he was
referring to "Kuwait's
active participation in the
Arab boycott of more than
1,500 American firms
doing business with Is-
rael."
The government of Ku-
wait purchased the building
near the State Department
March 3 for $22 million. Un-
der its lease, the GSA is
committed to paying the
Kuwaitis at least $41 mil-

When Pera Rabah was
10-years-Old - he went to the
settlement of Komenint to
work with his brother. He
became an agricultural
worker. Later on he enlisted
in the Israeli Army. After
his demobilization, he set-
tled in the Jewish religious
town of Bnei Brak, becom-
ing its Shabbes Goy.
Once there was a big
scandal in Bnei Brak. The
man who acted for years as
Shabbes Goy died, and it
was found that he was a Jew
who had desecrated the
Shabat in the religious
town. When he could not
find a job, he declared him-
self a gentile and was ac-

NEW YORK — During
the recent quarterly meet-
ing of the Large City Budg-
eting Conference (LCBC) . of
the Council of Jewish Feder-
ations and Welfare Funds,
the North American Jewish
Students- Appeal was in-
vited to participate in the
LCBC process.
Established in 1948,
LCBC seeks to advance mu-
tual interests of participat-
ing communities and coop-
erating agencies. It provides
an ongoing channel for com-
munity representatives and
national agency leaders to
review programs and to con-
sider the degree of support
Welfare Funds are able to
provide to the agencies.
The NAJSA was created
by students in 1971 as a cen-
tral fund raising mecha-
nism for six independent

ganizations: the North

Network, Student Struggle

Massad Camps
to Get Award

NEW YORK — The Mas-
sad Camps, the pioneer He-
brew-speaking camps in the
United States, will be the
recipient of the Zalman
Shazar Education Award
for the 1975-76 year for its
contribution to Hebrew
camping and formal and
informal Hebrew education,
it was announced by Dr.
Emanuel Rackman, mem-
ber of the World Zionist
Organization Executive—
American Section—and
chairman of the advisory
committee of its Depart-
ment of Education and Cul-
ture.
The award ceremony will
take place April 11 in Jeru-
salem, in the presence of
President Ephraim Katzir,
Hayim Finkelstein, head of
the Department of Educa-

disconnected the light bulb.
Danny makes sure that
there is always a light in
the synagogues on the
Sabbath and holidays. On
the eve of Passover he
buys the hametz of the
town and becomes the
"richest man" in town.
He and his wife are happy
in the Orthodox city.
The "Shabbes-Goy" is one
of the most popular people
in Bnei Brak. Over the
years he has become an ex-
pert in Jewish religious cus-
toms. He knows how to do
his work completely by him-
self and the Orthodox of
Bnei Brak rely on him.
