that would accompany a
Middle East peace settle-
ment within the framework
of the Geneva conference.
The Egyptian leader's
views on the Palestinians
were echoed by West Ger-
many's Foreign Minister,
Hans-Dietrich Genscher,
who addressed a separate
dinner given for Egyptian
Foreign Minister Ismail
Fahmy.
Genscher said, "For far
too long the world has re-
garded the Palestinian
question merely as a refu-
gee problem. It has not ade-
quately realized that it is a
question of how to realize
the right of the Palestinian
people to live under its own
state authority. This," said
Genscher, "would require
that both,sides recognize

each others' right to self-
determination and existence
as a state."
Monday, however, West
German spokesmen rejected
a call by the Arab League
for recognition of the PLO
and also made it clear that
Bonn will not supply arms
to Egypt. Klaus Boeling, a
government spokesman,
said instead that the task of
fulfilling Egypt's arms
needs after Cairo's break
with the Soviet Union was
"a task which the West
must tackle together." He
added that Bonn was "in
principle not prepared to de-
viate from our restrictive
arms export policy."
Bonn would "try within

the borders of what is pos-
sible, to help relieve these
economic and political
problems," the source
pointed out, but recalled
that Egypt, after India,
was the second largest re-

President Cautions Congress
on Transitional Foreign Aid

WASHINGTON (JTA) —
President Ford has cau-
tioned Congress that he will
"regard as unacceptable"
the nearly $800 million in-
crease in the foreign aid
program to take into ac-
count the transitional
quarter between the current
and new fiscal years.
But he did not say that he
would veto the legislation
should it be adopted.
In a letter to the Senate
and House managers of the
appropriations legislation,
made public at the White

House Wednesday, the
President said he "must
oppose both the significant
reductions and additions" in
the legislation before Con-
gress and described his orig-
inal budget proposals as
"adequate to meet the mini-
mum needs of the recipients
without placing unaccepta-
ble strains on our budget."
In the legislative process
thus far, the Senate adopted
a ceiling of 25 percent of the
appropriated funds for the
three months following fis-
cal year 1976 which ends
June 30, and preceding fis-
cal 1977 which begins Oct. 1.
The House, however, had
not included such funding in
its appropriations bill.
The House managers
had indicated, prior to the
President's letter, that
they did not include the
transitional quarter fund-
ing in their bill because
the White House did not
ask for it. But they indi-
cated they would go along

Bonn has already sup-
plied $360 million in capital
aid in the form of cheap
long-term credits to Egypt,
and a treaty providing for
an additional $40 million aid
this year, under an existing
aid program, will be signed
during the visit. Bonn has
also undertaken to provide
$50 million towards a
planned special credit by
the European Economic
Community.
However, government
sources admit that these
two commitments were un-

dertaken long before the
planned visit. The sources
said Bonn believed Egypt's
requirements should "be
directed to the economic
power of the oil producing
countries."

A. Kissinger had indicated
his approval of the transi-
tional quarter funding when
asked by members of the
Senate Foreign Relations
Committee about it while
they were considering the
authorization aspects of the
aid program. However., the
White House indicated
shortly afterwards that it
was not in harmony with
Kissinger on that point.

The President's letter
made no mention of Israel
but did deplore the reduc-
tion in pending legislation
for military assistance to
Jordan and some other
countries. Actually, Israel
would gain about $550 mil-
lion in military and eco-
nomic aid if a transitional
quarter allowance ulti-
mately becomes law.
Egypt would gain $175
million in economic assist-
ance and Jordan, Syria and
other countries would re-
ceive comparable increases.
