2 Kissinger Aides Rebuked for Policy Leaks to Journalist

WASHINGTON (JTA) —
Secretary of State Henry A.
Kissinger has officially re-
primanded two of his closest
aides involved in his Mideast
diplomacy for leaking secret
information to a magazine
writer disclosing Kissinger's
conversations with Arab
and Israeli leaders.

Deputy Undersecretary
of State for Management
Lawrence S. Eagleburger,
who handled the probe of
the leaks for Kissinger, an-
unced that the secretary

search. Kissinger himself
had spoken with journalist
Edward R. F. Sheehan and
authorized his aides to help
him on "background infor-
mation," information not
attributed directly to the
State Department or any
official by name.
Eagleburger denied that
Atherton was the "fall guy"
for the disclosure and pen-
alty. "Atherton's motivation
was above reproach and re-
sulted from mistaken judge-
ment and misunderstanding
of the scope of instructions
he had received from Kissin-
ger," Eagleburger said. Ath-
erton was reported to have
accepted the responsibility
and said that Saunders
acted at his direction.
Undersecretary of State
for Political Affairs Jo-
seph J. Sisco also is named
as having given Sheehan
information but he was
not reprimanded because
it was said he did not
break any security rules.
In London, the former
Foreign Minister of Israel,
Abba Eban, said here that
the United States had ve-
toed proposals for Israel's
full withdrawal to its pre-
June,.1967 borders though it
had never supported major
changes in those borders.
Eban made that assertion
in the course of comments
about the article in "Foreign
Policy" magazine by Har-
vard Fellow Sheehan who

claimed that Presidents
Nixon and Ford in 1974-75
had "secretly assured" Arab
leaders that the U.S. fa-
vored an Israeli withdrawal
to its 1967 lines.
Eban said he saw no rea-
son to be horrified by the
disclosures of U.S. policy
made by Sheehan in an
article favorably describ-
ing Secretary of State Kis-
singer's diplomatic moves
in the Middle East.

Tanker Reaches
Israel Via Suez

JERUSALEM, (JTA) —
An official spokesman con-
firmed that an oil tanker
had reached Israel via the
Suez Canal, the first to do so
since the Jewish state was
established.
The confirmation fol-
lowed a news report that a
tanker carrying 20,000 tons
of crude oil from Iran to Is-
rael had passed through the
canal enroute to Haifa.
Under the terms of the Is-
rael-Egypt interim - agree-
ment signed last Septem-
ber, Egypt undertook that
"non-military cargoes" to or
from Israel "shall be per-
mitted" through the Suez
Canal. It was specifically
understood at the time that
this was to include oil.
