Spain Plans to Establish
Diplomatic Tie With Israel

NEW YORK (JTA) — A
delegation of the World Se-
phardi Federation, who met
with King Juan Carlos I in
Madrid last week, reported
that the Spanish govern-
ment plans soon to establish
diplomatic relations with
Israel.
- The federation expressed
hope for a swift implemen-
tation of this move and
noted it would be especially
welcomed by Sephardi Jews
as well as contribute to de-
veloping Spanish language
and culture in Israel.
Juan Carlos accepted a
rare copy of the Ferrara
Bible in Old Spanish from
the library of the Sephardi
Community in Amsterdam,
the WSF reported. The king
was informed that at a re-
cent meeting in Torremoli-
nos, the representatives of
the Jewish communities of
Spain and the leaders of the

WSF decided-to open a
branch of the federation in
Spain.
The federation's aims
are to preserve the Judeo-
Spanish traditions of the
past centuries and the
Spanish tongue and cul-
ture. It tends to focus its
assistance to the Se-
phardic communities
world-wide and particu-
larly to those of its breth-
ren who have settled in
Israel.
The delegates made
known to Juan Carlos that
the Ministry of Education
and Culture in Israel re-
cently introduced the Span-
ish language in the high
school programs on the
same level as French and/or
Arabic.
Reference was also made
to the development of the
Jewish communities of
Spain itself which now
number nearly 10,000.

WASHINGTON (JTA) —
The American Jewish' Con-
gress, in a letter delivered to
the Syrian Embassy, called
upon Syrian President
Hafez Assad "to restore the
full rights of the Jews of
Syria, including the right of
free emigration."
A first step in this direc-
tion, the letter said, would
be to allow Syrian Jews to
be reunited with their fami-
lies in the U.S.

Labor Coalition Threatened
Over Illegal Settlement Group

JERUSALEM (JTA) —
The National Religious
Party is threatening Pre-
mier Yitzhak Rabin with a
coalition crisis if the govern-
ment moves to evacuate a
group of Gush Emunim set-
tlers from Kadum in the Sa-
maria region of the West
Bank.

ter implied that this would

militant, and that he, Burg,
and Religious Affairs Minis-
ter Yitzhak Raphael, would
have to do likewise.
NRP threats to bring
down the coalition have
occurred in every govern-
ment in which the reli-
gious faction has partici-
pated but rarely
materialized. This time,
however, the Gush Emu-
nim are supported by De-
fense Minister Shimon
Peres, leader of the Labor
Party's Rafi wing, who
could create a serious rift
within the Labor Align-
ment on the issue of Jew-
ish settlement on the West
Bank.
Replying to questions by
students at Bar-Ilan Univer-
sity, Peres said he hoped a
majority of the government
would support the right of
the Gush Emunim group to
remain where they are. "I
- am for it," he said. "I can

state permitting settlement
in Judaea but banning it in

Saudis May Have
Canada Embassy

TORONTO (JTA) —
Saudi Arabia plans to open
an embassy and send a full-
time ambassador in Ottawa
within a few months, Cana-
da's External Affairs Minis-
ter Allan MacEachen told
the House of Commons.
He said it was "an ex-
tremely welcome develop-
ment and indicates the in-
terest that Saudi Arabia is
taking in Canada." Canada
already has established an
embassy in Saudi Arabia.
MacEachen said also that
Canada has not yet made a
decision on whether to ap-
point a resident ambassador
in Amman, Jordan.

The group at Kadum is
part of a much larger illegal
settlement attempt by the
Gush Emunim in the Sebas-
tia region of Samaria last
November. The majority of
them left peacefully when
the government agreed to
permit a token number of
families to remain at the
Kadum army camp under
military protection.
They were permitted to
set up a makeshift settle-
ment outside the military
camp on land controlled by
the army. The government
made the compromise in
order to avoid the specta-
cle of Israeli soldiers forci-
bly removing Jewish set-
tlers.
The agreement was bit-
terly criticized at the time
by Cabinet "doves." The gov-
ernment bars any settle-
ment without official au-
thorization and it has-in the
past used force to remove
illegal squatters from West
Bank sites.
