Due process? Are there Arab-run schools teaching in Arabic? Arab representatives in the Par- liament? Government recog- nition of Moslem and Chris- tian religious authority? Can the Israeli point of view be freely expressed any- where in the Arab or Corn- munist worlds? • If Israel is "racist- Zionist," why do 75,000 Arab workers cross the bor- der to work there every day? Why do thousands from all over the Middle East seek treatment in Israel's hospi- tals? Can Jews expect the same consideration in Arab states? In the PLO-proposed "secular democratic state?" • Aside from war-torn Lebanon and Israel, are there secular democratic states in the Arab world? • PLO activity is curbed by goveinment in Egypt and Syria, and not permitted to operate in Jordan. Is its freedom to operate in Lebanon con- nected with the tragic events there? • Why, for nine months, has the UN ignored the kill- ing of thousands in Leba- non, a UN Member State, and concentrated so much of its time on Israel's al- leged mistreatment of Ar- abs in occupied territories? • Most Arab states are officially Islamic, and PLO "foreign minister" Kad- doumi calls for a unified Arab world in which Pales- tine "resumes its historic role as a bridge between the Arab states west and east of Suez and between Africa and Asia." How does this pan-Arab vision square with the idea of a "secular demo- cratic state?" - • If the Soviet Union wants peace, why does it support Syrian-PLO efforts to undermine the Sinai agreement between Israel and Egypt? • Is it valid to assert that the international community endorsed. PLO claims when the Western democracies and parts of the African and Asian blocs have voted against them, or registered, disap- proval by abstaining or absenting themselves, as they did in the case of the Zionism-racism vote in the UN General Assembly? • Why do the Syrians and the PLO seek to break the link, in Resolution 242, between Israeli withdrawal from occupied territories and Arab recognition of Is- rael's "right to live in peace within secure and recog- Egypt Cuts Army TUNIS (ZINS) — The Egyptian army will demo- bilize 350,000 men, accord- ing to local press reports. Would this not be tantamount to Israel's debating the terms for her national suicide? • If in December 1973, when the U.S. and the USSR invited Israel to par- ticipate in the Geneva Con- ference, they specifically stated that participation by additional parties would depend on the decision of the original conferees, why are the Soviets today trying to deny Israel the right to decide on this vital matter? • If the Israelis say they are willing, without preconditions, to negotiate all issues on the Geneva agenda, why was the Pa- lestinian question brought to the Security Council at all? • In contravention of its own procedural rules, the Security Council has per- mitted the PLO to partici- pate in its Palestine debate, with the same rights as a Member State. What are the implications for the rule of law and due process in the UN and other international forums? What are the dan- gers to Member States in the selective application of UN law?
