Rabin Warns Syria to Halt Brinkmanship

mier declared.
The
premier
'also
warned Jordan not to be
"led astray" by the Syri-
ans. "It will do you no
good at all," he urged Is-
rael's eastern neighbor.
Turning to Lebanon he
said: "I call on those
forces in Lebanon who de-
sire even a minimal level
of Lebanese independence
to consider carefully
where Syria stands . . ."
Since the Sinai interim
agreement, he said, Syria
had followed an "extremist
policy" trying to establish
an eastern front with Jor-
dan and seeking, at the
same time, broader Arab
support for its hardline atti-
tude. Syria's actions in Le-
banon dovetailed into this
overall policy.
Syria would attempt to
exploit "world sensitivity"
over the UNDOF issue and
wrest political advantages
from the renewal tussle.

JERUSALEM — Premier
Yitzhak . Rabin delivered a
stern warning to Syria
Wednesday not to "play
with fire" by engaging in
brinkmanship tactics ar-
ound the UNDOF renewal
date (May 30). Replying to
Likud motions in the Knes-
set, Rabin pledged that Is-
rael would "oppose any at-
tempt at political blackmail
in return for a renewal of
the mandate."
Israel, he added,. had "no
reason to be more interested
than Syria in the continua-
tion of the UNDOF presence
. . ." On the contrary, follow-
ing the Sinai interim agree-
ment it was Syria that
ought to be more interested
than Israel in having the
UNDOF mandate renewed
and avoiding a crisis.
Israel would assess the
situation" quietly and confi-
dently." It had the military
muscle to stand up against
Syrian extremism. the pre-

Australians Charged With Use
of Arab Funds in Political Drive

MELBOURNE (JTA) —
GoughWhitlam, the former
Prime Minister and now
leader of the opposition, is
expected to resign or be re-
placed following allegations
that he and other Labor
Party officials were involved
in a_plan to accept $500,000
in sec-r,et campaign funds
from the Iraqi government.
The allegations which
have shocked the Australian
Labor Party and provided a
series of sensational front
page news stories; have
raised serious questions
about attempts by Arab fi-
nancial interests covertly to
influence Australian poli-
cies at the highest level dur-
ing the Whitlam govern-
ment's term in office
between 1972-1975.
Whitlam, in the wake of
the sensational disclosures,

has admitted that he met
two officials from the Iraqi
government last December,
three days before the na-
tional elections at a private
apartment in Sydney. But
he has emphatically denied
that he discussed either
,lection campaign funds or
foreign policy during the
meeting.
Whitlam was dismissed
as Prime Minister on Nov.
11 by the Governor Gen-
eral, Sir John Kerr, after a
constitutional crisis
threatened to paralyze the
Australian political sys-
tem. On Dec. 13, the care-
taker Prime Minister,
Malcbm Fraser, led the
Liberal-National • Party
Coalition to a landslide
victory over Whitlam and
the Australian Labor
Party.
Despite Whitlam's deni-
als,

on a non-profit basis.

There had also been both
implied and express war-
threats emanating froth
Syria, Rabin noted.
At the same time, Rabin
said Israel gave no secret
pledge to refrain from at-
tacking Syria or to enter
into interim - Golan talks.
and Israel knows nothing of
any U.S. pledge to include
the PLO in peace talks.
He was replying to a mo-
tion by Likud's Zalman
Shuval which cited Presi-
dent Sadat's assertion in a
press conference in Ku-
wait last week that such
secret pledges had been
conveyed to him by Kissin-
ger as part of the interim
agreement.
Israel had given no prom-
ises that would "limit its
freedom of decision or ac-
tion on the Syrian front,"
Rabin declared. Anyone
who claimed otherwise was
speaking falsehoods.
