eign aid authorization bill,
rejected by a 79-8 vote a
move to ban assistance to Is-
rael if its armed forces at-
tacked Lebanon.
The amendment by Sen.
James Abourezk (D.-SD) to
the bill was supported by
one other Democrat, Lee
Metcalf of Montana, and six
Republicans. The leaders of

sible Jewish group" con-
demns "practices of a few
individuals in the Jewish
community who have re-
portedly engaged in illegal
and immoral financial
transactions with nursing
homes for private gains."
According to Jewish
sources, the day school
records have been sub-
poened by Charles J.
Hynes, the special prose-
cutor for nursing homes,
whose efforts have led to
indictments of Rabbi Ber-
nard Bergman and Eugene
Hollander, two leading
Orthodox Jews, on state
(D.-Mont.), opposed the
Abourezk amendment.
In arguing for the amend-
ment, Abourezk declared
that "if we continue to fur-
nish arms to Israel, even-
tually we will force Lebanon
to go to somebody else for
military assistance if the
new government in Lebanon
wants to keep its credibility
with the people."
He said that "we drove
Egypt, other Arab states
and the Palestinians into
militancy" and by providing
Israel with weapons the
U.S. is asking "increased
militancy of Lebanon."
Sen. Jacob K. Javits (R.-
NY), supported by Sen.
Henry M. Jackson (D.-
Wash.), in opposing Abour-
ezk, declared that the intent
of the South Dakotan's
amendment would lead to
the destruction of Israel.

erations. Hollander has
pleaded guilty and is
awaiting sentence.
The sources said contribu-
tions to Jewish organiza-
tions were alledgedly made
under the guise of nursing
home costs that were reim-
bursed by Medicaid. Report-
edly some supplies were
also purchased by the or-
ganizations from the nurs-
ing homes at half-price,
which were paid for at the
full price by Medicaid.
There have also been
charges of kick backs from
rabbis for major cash dona-
tions.
Tanenbaum said that "the
fact that ostensibly reli-
gious Jews or rabbis have al-
legedly been involved and
that such exploitation takes
place at the expense of poor
and elderly people — many
of whom are Jews — only
compounds the scandal.
Such reprehensible behavior
violates every moral and
ethical canon of Judaism
and of the Jewish people."

ment is "directed against
Israel and protects the
PLO." He said the amend-
ment makes Israel the only
exception to U.S. aid while
the "PLO would be im-
mune. Israel is not sup-
posed to defend itself
against terrorists," Jack-
son said, leaving the ter-
rorists "free to attack Is-
rael."
