annual Jewish Music Festi-
val sponsored by the JWB
Jewish Music Council,
March 16 to April 14 (Purim
to Erev Passover).
The 1976 festival is the
culmination of a two-year
long Bicentennial celebra-
tion. The JWB Jewish Music
Council provides program
aids for Jewish community
centers, synagogues, organi-
zations, educational institu-

Acting under constraints
imposed by the United
States Attorney General
under the Federal Voting
Rights Act, the New York
Legislature had set up sev-
eral voting districts in
Brooklyn with a 65 percent
non-white and 35 percent
white population so as to
make more likely the elec-
tion of the choice of the non-
white voters. Both the U.S.
District Court and the Sec-
ond Circuit Court of Ap-
peals, by a majority of 2-1,
upheld the redistricting be-
cause it was deemed to cor-
rect a "wrong" committed
against non-whites, in con-
nection with voting.

The AFL-CIO president's
message ended with an ap-
peal for "a stronger commit-
ment on the part of the free
world to democratic values
and a determination to de-
fend these values."

NY Jews Criticize
Redistricting Plan
NEW YORK — The Na-
tional Jewish Commission
on Law and Public Affairs
(COLPA) and the American
Jewish Committee made
public a joint amicus curiae
brief that they have filed
withtheUnited States Su-
preme Court in a redistrict-
ing case in which they
charge that a racial quota
concept has been introduced
into the voting process.
The case was brought by
the United Jewish Organi-
zations of Williamsburgh,
an umbrella group for ap-
proximately 100 Williams-
burgh Jewish organizations.
It challenges the 1974 New
York Reapportionment
Law, which, it is alleged, re-
districted the community so
as to maximize the voting
rights of blacks and Puerto
Ricans at the expense of
whites.
